armament discussions with the Soviet Union, said

secretary of State for Political Affairs
Besides putting the United States in a
strategically inferior position, important shifts in
Soviet attitudes could be negated if negotiators
demanded such a freeze at the Strategic Arms
Reduction Talks, Johnson told a League of
Women Voters luncheon group
Wednesday In response, Doug Barber, of
said the question is whether the people want the
arms race to stop
Supporters of Measure 5, which calls for a
mutual free/e on nuclear arms development by
both countries, do not suggest the negotiations
should end with the freeze, Barber says
Instead, they suggest that government of
ficials use present arms levels as a starting point
to discuss reductions, he said
