Eugene flunks ozone test

In an effort to better monitor air pollution, the
Lane Regional Air Pollution Authority is building a
new ozone measuring site at Delight Valley
School in Saginaw
The site change will provide a more accurate
picture of air pollution in Eugene, since the
highest ozone concentrations are recorded
downwind from the city, says Donald Arkell,
LRAPA director.
The previous site for ozone measurement
was Edgewood Elementary School in south
Eugene.
Ozone is a pollutant formed when sunlight
combines with a mixture of hydrocarbons, emit
ted by cars. Ozone can irritate the nose, eyes and
throat, and deteriorate rubber and fabrics.
Eugene exceeded the ozone standard three times
last year.
Eugene's main pollution problem is par
ticulates — solid or liquid particles suspended in
the air, Arkell says. Particulates in Eugene are
composed primarily of dust from unpaved roads,
wood stoves and field burning.
The Eugene/Springfield area exceeded the
Federal Secondary Standard for particulates in
1974. The concentration of particulates in the
area has declined since then, but has not yet
attained the standard
"While the trend shows improvement." says
Marty Douglass, a LRAPA employee, "we are still
in non-attainment, but hope to be in attainment by
1987."
Eugene has decreased the amount of par
ticulate matter in the air over the last two years.
The reduction came as roads were paved, mills
closed and rainfall cleaned the air
LRAPA has implemented the first phase in
their three-part program to achieve attainment by
1987, paving 10 miles of roads in the metropolitan
area and promoting a weatherization program to
reduce the need for wood stoves.
The programs's second phase includes stra
tegies to control road dust and to identify par
ticulate concentrations.
Eugene is potentially one of the worst pollu
tion areas in the Northwest, Arkell says. Anytime
there is a temperature inversion, when warm air
aloft traps and holds cold air close to the ground,
pollution is trapped in the valley, he says.
The environment has some built-in air
cleaners, but the two cities tend to overload them,
Arkell says.
"We don't try to control the weather." he
says, "we just try to control what we can.”
