Economic study gives local business a say

The city of Eugene Is conducting yet
another survey relating to economic
development, but coordinators say this
small business study is out of the ordin
ary.
The three-part study, supported main
ly by the city’s Eugene Private Industry
Council, is designed to determine econ
omic development needs as perceived
by Eugene's small businesses.
The study includes an inventory of
small business assistance associations,
a random opinion survey of 1,000 of
Eugene's approximately 3,400 small
businesses, defined as those who em
ploy 20 or fewer workers.
“It s not just an ordinary study,” says
Wally Cummins, a representative of
Profiles Northwest, the company con
ducting the research project. “It’s an
action-directed project.”
After taking inventory of the more than
200 assistance programs available to
small businesses, the city will develop a
catalog listing those agencies, says
Cummins. He expects that catalog,
which will be available at places such as
the chamber of commerce, the city in
formation desk, the University and Lane
Community College, to come out in the
middle of July.
The random survey will give small
businesses a chance to voice their ideas
and concerns on business assistance
and city government's role in economic
development, Cummins says.
In the two days since the survey was
distributed May 24, about 100 small
businesses have responded, and Cum
mins says the comments are "sig
nificant.” However, specifics will have to
wait until results are released sometime
in July, he says.
EPIC coordinator Lee Beyer says the
project will enable the city to get "com
munity agreement” on what services are
being used and what service gaps, if any,
are going unfilled. The survey also
should gauge the concerns of small
businesses and their perceptions of what
the city's role should be in economic
development, he says.
The survey also may change some
businesses' perceptions of Eugene as
“anti-businesss," although it’s not de
signed specifically to accomplish that,
Beyer says. "The city has taken some
solid steps in changing that image, but
it's going to take some time."
He says the catalog of small business
services will be unique. "That doesn’t
exist anywhere," Beyer says.
Beyer says the survey concentrates on
small business because they are the*'
"backbone" for the total economic
development and diversification picture.
"The bottomline is not everyone can
know everything about running a small
business," he says.
