    Planning committee rejects Hayward plan

A proposal to build a three
story addition to Hayward Field
was rejected Tuesday by the
University campus planning
committee, but North Campus
and West Campus development
policies were approved.
The rejection came after
committee members expressed
concern over the design of the
proposed building that would
entail the loss of existing struc
tures north of the University's
track and field stadium. The
committee also questioned the
appropriateness of housing a
private business. Athletics
West, in University facilities.
The motion was rejected until
"exploration of explicit alterna
tive sites" could be completed
and campus impact could be
determined.
Committee member Al Ur
quhart said he felt the proposal
generally "ignored the
procedure of the Oregon Ex
periment” which is a "logical,
rational way to change areas of
the campus for the best advan
tage of the campus.”
The committee isn’t sure what
the full impact of the addition
will be, Urquhart said.
The building design involves
a total of 19,330 square feet and
would be located at the north
end of Hayward Field extending
north into what are now
sidewalk, bicycle path and
parking areas.
The building was to be funded
totally by gift and grant monies,
said John Stafford, the architect
of the proposed addition.
The first floor, with entry only
from the track side, would in
clude women's and men's
dressing rooms for both home
and visiting teams and a
trainer's room with sauna and
equipment.
The second floor design in
cludes a “hall of honor,” pantry,
secretarial reception area,
coaches’ offices, dressing
rooms and a 2,200 square foot
weight training room.
The third floor, which was not
in the original plan submitted to
the committee in the fall of 1981,
would house Athletics West on
the east side with a separate
entry and elevator for the hand
icapped up to the second floor
and ramps winding from the
second floor up the third. Athle
tics West would pay rent for the
space with the money going for
maintenance of the building.
Lounges with a view of the
track would occupy part of the
third floor.
One major concern was
whether the north-end location
was the best for the campus
community since it would in
volve the loss of a dozen park
ing spaces, the bicycle path,
part of the street and the view of
Skinner's Butte from inside the
track.
The committe was also wor
ried about a shadow that would
be cast by the building onto
Walton Complex dormitory, but
a demonstration of a computer
ized television display showed
that on Dec. 21 at 3 p.m. the
shadow reached only eight feet
up the wall of the dormitory
complex.
Possible locations on the
other sides of the field had been
studied and rejected, Stafford
explained. The west side was
rejected because the area was
"intensively used as a field
house," and the east side
stands were rejected because
the design would involve
columns spaced every 10 to 12
feet.
Rick Bay, director of intercol
legiate athletics, could not be
reached for comment because
he was out of town for the week.
