Layoffs^
The district's budget commit
tee has adopted the service and
staff reductions, but decisions
still must be reached on capital
improvement proposals and
other portions of the budget, he
says.
The budget committee meets
again May 25 and is expected to
send the budget to the board of
directors for final approval
sometime in June.

The Amalgamated Transit
Union, which represents LTD's
non-management employees,
isn't happy about the layoffs
Hank Perry, executive board
officer for the union local, says
the district needs to “straighten
out its priorities."
“We don't understand why
the service has to be cut,” Perry
says.
He says the budget commit
tee is considering spending as
much as $327,000 to widen the
sidewalks and to build a new
customer service center on the
downtown mall “and at the
same time, laying off people “
That money could be used to
keep the same service and staff
levels, he says

Bergeron says the public has
requested the downtown im
provements for about 10 years,
and the budget committee has
received no testimony from the
public to the contrary
In fact, "no one has testified
on anything," Bergeron says
Perry also says that em
ployment of management per
sonnel has increased while em
ployment of bus drivers and
related workers has declined in
the past few years
Perry says the laid-off
workers are “pretty bitter."
Laid-off workers will have
recall rights for one year, and
the union will help the workers
find jobs with other transit ser
vices, such as Tri Met in Port
land. he says
The union has no plans for a
strike or slowdown because that
action would be "counter
productive" for public em
ployees. Perry says
"Our main charge is to carry
people from one place to an
other. That's what we re here
for," he says "It's not to do all
these things (downtown
improvements) when times are
lean."
