In Beirut, the Palestine Liber
ation Organization and Leban

stretch of the Mediterranean
coast, including Damour, nine
miles south of Beirut, and the
oil-refining town of Zahrani, just
south of Sidon.
The Israeli military command
in Tel Aviv named Damour,
Zahrani and Sidon as the towns
attacked, but indicated only air
craft were involved
Palestinian gunners fired
some 100 shells across the
border into Israel in their first
massive barrage since the
cease-fire went into effect. The
United States has sought to
calm tension between Israel and
the PLO, fearing an Israeli inva
sion of southern Lebanon could

Burmese Communist Party,
Dominick DiCarlo. assistant
secretary for narcotics, said in a
report to the Senate Foreign
Relations Committee
DiCarlo estimated that the
party has an armed strength of
as many as 12,000 men, and can
call on a militia of 30,000 to
protect the large areas it con
trols in Burma’s Shan plateau,
the biggest center of opium
poppy cultivation in Southeast
Asia
Occupying a large portion of
the Burmese border with China
and extending as far west as the
Salween River, the region is or
ganized as a government by Ba
Hein Tin, chairman of the cen
tral committee of the Burmese
Communist Party.
The Burmese Communists,
after losing some financial sup
port from China, have
developed what DiCarlo de
scribed as a working relation
ship with Chang Chi-Fu, a local
war lord who since 1975 has
dominated the multimillion-dol
lar opium business in the "Gol
den Triangle."
Under that relationship,
DiCarlo said, the Communists
cultivate the poppy in the "Gol
den Triangle" — where the
borders of Burma, Thailand and
Laos meet — and Chang
processes it into heroin or her
oin base in Thailand
But DiCarlo said the Com
munists recently have been
moving closer to the Thai
border and have begun to take
more interest in the lucrative
refining and marketing aspects
of the business
He also described other
changes in the "Golden Trian
gle" drug trade The caravans
of often up to 900 mules that
carried the opium across the
jungle-covered hills have been
replaced by human carriers,
trucks and river boats
