Officials back tax proposal

Elected Lane County officials
rallied Wednesday morning at the
county commissioners' chambers
for voter support of a $10-million
increase in the county tax base
If approved on the May 18
ballot, the proposal — known as
Measure 8 — increases the
present tax base from $4.2 million
to $14.2 million.
If the proposal is not approved,
Lane County faces a “financial
disaster of the first order,” said
Mike Williams, acting chairer of
the county budget committee
County service levels would be
reduced drastically, he added
"We re not crying wolf This is
real," Williams said.
The sheriff and the mayors of
Eugene and Springfield also
showed up to plug the measure.

pick up those services” lost to
county budget cuts, Springfield
Mayor John Lively said.
Eugene Mayor Gus Keller
asked citizens to take a "long,
serious look" at the ballot
measure. It would be too easy to
vote "no” without knowledge of
the consequences, he said.
“Criminals know no bounda
ries,” Sheriff Dave Burks said. His
staff of 24 patrol deputies would
be pared down to seven deputies,
and the department would lose
one of its four investigators, he
said.
One unsolved homicide could
tie up the three investigators for
months, leaving other crimes to
go uninvestigated, he said
Commissioner Scott Lieuallen
said the county budget com
mittee, county commissioners,
mayors and civic groups
unanimously endorse the ballot
measure.
According to a Lane County
handout on the measure, a
$40,000 homeowner would pay
$60 more per year in property
taxes.
The state constitution allows a
6-percent annual increase in the
tax base without voter approval.

increase over the 6-percent
limitation
Civil defense looked at
The Reagan administration's seven-year civil defense
program disclosed in late March led Students for a Nuclear-Free
Future to sponsor a forum on how to prepare tor a nuclear attack.
The administration’s program is designed to provide for
survival of a substantial portion of the population in the event of
nuclear attack . ”
Steve Williamson, who coins himself a “survivalist,’’ told the
40 people at Tuesday night's meeting in the EMU that "nobodv
can take care of you but you.” 7
People should start now to prepare for a nuclear holocaust

catastrophe, Williamson said. His advice is to buy canned food
when on sale and to collect water storage containers, propane a
medical kit, hand garden tools, and Clorox bleach (to disinfect
the contaminated water).
But Glen Gordon, a Eugene physician and member of
Physicians for Social Responsibility, says there is no way to
prepare for a nuclear war because no one will be around to
provide medical care. 10
I think the 'survivalist' view is a very self-concerned view
and I appreciate that. But we are social people who live together
in a society, and it seems very important to me in the whole issue
of nuclear war that we maintain our community.”
