Rioting continues
in Polish cities
WARSAW, Poland
Rioting broke out Tuesday in
the Baltic port city of Szczecin tor
the second time in as many days
Authorities reimposed a night
curfew in Warsaw as well as other
martial law measures
It was not immediately clear in
which other cities the restrictions
went into effect, but the East
German news agency ADN
said the curfew was imposed
in Warsaw, Szczecin, and
Gdansk
Disorders in Szczecin, a
provincial capital about 15 miles
from the East German border,
were announced in Parliament by
Interior Minister Gen Cieslaw

China slashed its bloated
bureaucracy Tuesday by reduc
ing the number of vice premiers
from 13 to two and the number of
ministries and commissions from
52 to 41
The massive government
reshuffle had been predicted for
weeks
The official news agency Xin
hua, which reported the cuts, said
Wan Li and Yao Yilin were the
only vice premiers to retain their
posts in the reshuffle approved by
the National People's Congress,
China s parliament
Zhao Zhiyang will remain as
premier Xinhua said
Of the 11 men who lost their
posts as vice premiers, nine were
appointed to a newly created
panel of state counselors Xinhua
did not describe the panel s func
tion. but based on previous
statements by Chinese leaders it
most likely would be advisory
Most of those demoted also will
retain their Cabinet posts, includ
ing Foreign Minister Huang Hua,
Defense Minister Geng Biao and
Chen Muhau. minister of foreign
economic relations and trade
Xinhua said the elimination of
the number of vice premiers,
ministries and commissions was
the second stage in China's major
drive to trim its bureaucracy,
starting from the top government
hierarchies
On March 8. the congress
decided to merge 12 ministries
and commissions into six new
centralized bodies in an effort to
overhaul the economic system
