Gov links local recovery
to a lower federal deficit

Gov Vic Atiyeh says Oregon’s economic health
depends on a decreasing federal deficit, but he will
continue to declare, "Oregon is open for business "
Atiyeh, who is seeking the Republican
gubernatorial nomination in the May 18 primary,
says the federal deficit must be reduced despite
adverse political consequences
"I don't really care who’s going to get blamed,”
he told a Tuesday luncheon meeting of the Eugene
Rotary Club,
The key to Oregon’s recovery is a lowered
deficit, Atiyeh said, adding that recovery is possible
only if interest rates drop "The contest is going on in
Washington, D C ." he said
On the Oregon front, however, Atiyeh promotes
his economic recovery package: changing the
state's anti-business image, marketing the state to
tourists, expanding the sales of Oregon timber
throughout the world, and attracting high tech
nology industry — "our customers in the Santa Clara
Valley "
The state’s future is likely to be slow, steady
growth reaching a peak in late 1983 or early 1984,
he said The current cut-ridden state budget is a
"two-year problem,'’ Atiyeh added "The future is
much brighter than the present or the most recent
past ”
The governor told the Rotarians he has
tightened state government, created 25,000 jobs
through aggressive marketing of industrial revenue
bonds, and increased the state's import and export
trade Oregon needs a governor who understands
and helps business, Atiyeh said
Businessmen apparently agree Atiyeh is their
man, despite charges by Atiyeh s challengers that he
is a 'do-nothing'' governor.
According to the first pre-primary contribution
and expenditure reports filed with the secretary of
state. Atiyeh reported raising S246.333 and
spending $121,821 The governor’s four Republican
challengers — two of whom face probable fines for
missing the April 27 deadline — have reported less
than $1,525 in campaign contributions from Sept 10
to April 18
All eight Democratic challengers combined
have reported raising $141,721 and spending
$130,501
Atiyeh s major contributions and supporters
include $8,500 from R.B Pamplin, former board
chairman of Georgia-Pacific; $5,000 each from Ted
Gamble, president of Portland Pepsi-Cola; and the
Citizens Contribution Committee, a group of
Portland executives of Pacific Power & Light; and
$3,000 from the Bi-Partisan Committee of Portland
investor-owned utilities
The Atlantic Richfield Co of Los Angeles. Shell
Oil Co of Portland, and Union Oil of California each
gave $2,500 to the incumbent governor

$1,000, as did W.C. McCall, Portland fuel company
executive; Louisiana-Pacific Corp.; and Dillingham
Ship Repair Co. of Honolulu, Hawaii.
Thomas Hoyt, Eugene lawyer, contributed
$500, as did Robert Booth, Eugene lumberman; Don
Frisbee, Pacific Power & Light chairman; Frank
Warren, Portland General Electric chairman; and the
National Gas PAC of the Northwest Natural Gas Co.
Two of Atiyeh's Republican opponents, Bruce
Broussard and Clrf Everett, failed to meet the filing
deadline. John Todd has unofficially withdrawn from
the governor's race, but reported contributions and
expenditures of less than $500 each. Walter Huss
also reported less than $500 in both campaign
contributions and expenditures.
