From marshes to money markets
Anti-nuke opponents shift focus of efforts
CONCORD, N.H. (AP) - Five
years after a historic protest and
mass arrest at the Seabrook
reactor site, the battle against
nuclear power here has shifted
from the marshes to the money
markets
"I think the odds are better that
we will stop the plant by stopping
money than by stopping bull
dozers,” says Adam Auster, a
member of the Clamshell Alliance.
The loosely knit group called
thousands of people to the
seaside swamps on April 30 and
May 1,1977, to cry "No Nukes!"
and stage a peaceful sit-in at the
plant site
The 1977 demonstration
galvanized the movement against
atomic power and made
Seabrook a synonym for opposi
tion to nuclear energy It resulted
in the arrests of 1,414
demonstrators and reporters
The only major demonstration
since was in May 1980 when the
Boston-based Coalition for Direct
Action, which had no rules
against property damage, cut or
tore down fences in two
weekends of pitched battles with
riot-equipped state police and
National Guardsmen
Today, Auster said, the
Clamshell Alliance s eye is on the
money markets, where the fin
ancially troubled Public Service
Co. of New Hampshire has been
having problems because of its
Seabrook bills.
Public Service once owned 50
percent of the project. It was
ordered by the state Public
Utilities Commission to sell 15
percent to meet expenses, and is
under order to sell another 7
percent
The company has sold millions
of shares of stock to raise money
for construction bills and is
exploring with other New England
utilities ways to help reduce its
Seabrook payments The utility's
bond rating also dropped earlier
this year, triggering a commission
ban on borrowing money for the
plant's second reactor
The state regulators have said
that they will order a delay in
Seabrooks second reactor if the
company’s financial standing
does not improve Alliance
members are monitoring com
mission proceedings on
Seabrook, including rate hikes or
bond sales
"We don’t want to rule out
entirely the large-scale protests
we used to have," Auster said
But they don’t seem appropriate
right now We had to make
Seabrook a real issue for
everybody and we succeeded
The plant, 46 percent
complete, has a target date of
February 1984 for completion of
one reactor and May 1986 for the
other The first is 64 percent
complete, Cullerot said, the
second about 12 percent
When proposed, the operating
dates were November 1979 and
November 1981, and the price
was $973 million Now it is $3 56
billion
