    University subsidy asked
LTD proposes discount passes

In an effort to help solve the University's
parking problem, the Lane Transit District will
offer University students and employees dis
counted bus passes if the University adminis
tration agrees to subsidize the project, the
Student University Affairs Board was told
Thursday
SUAB members decided that a subsidized
transit plan is more appropriate than building a
proposed parking structure costing $8,000
per space
“We re trying to prevent the University from
building a solid structure when it's not really
needed.“ said SUAB chairer Gale Graham.
The LTD proposal offers students, faculty
and staff members quarterly bus passes for
$36 The passes would be good for unlimited
travel within the Eugene-Springfield area for
one term. Currently, LTD sells monthly passes
for $18
LTD is asking the University for a $4 subsidy
on every pass purchased. SUAB estimates
predict that 1,000 students might utilize the
program, costing the University $12,000 for a
three-term trial period.
‘ 'We' re asking for a small subsidy per pass,' ’
said Nancy Matela, LTD marketing represen
tative. LTD would accept a ceiling on the total
University subsidy if there is concern about
expenditures running too high, she said.
A similar student discount program was
implemented at Lane Community College two
years ago, Matela said. Approximately 3,000
of the 36,500 students at LCC bought passes,
increasing LTD ridership by 7 per cent, she
said
The University might be able to subsidize the
program through parking money, Graham
speculated.
LTD is attempting to attract the student
riders it lost when it raised its rates in 1981,
Matela said.
"We want to get those cars off the streets
and get people into the buses," she said.
The University administration has ques
tioned several aspects of the proposal, in
cluding the need for a University subsidy,
Graham said.
Ray Hawk, University vice president for
administration and finance, suggested that
LTD use state funding to implement the pro
gram on a trial basis, according to Graham.
Hawk also questions the legality of the
proposed use of parking money to subsidize
the bus passes, Graham said.

Belden said, citing statistics
saying that 60 percent of rapists
have active sex lives.
She also attacked the stereo
type of the late-night rape, in
which a ’‘ raving maniac jumps out
of the bushes" and attacks a lone
woman who is "asking for it.”
Two-thirds of all rapes are
acquaintance rapes. Belden said,
adding they are more difficult for
the victim to deal with because a
trust is broken with a supposed
friend
