    Falkland peace 'slipping away'
LONDON (AP) - US
Secretary of State Alexander
Haig said after 11 Vi hours of
talks Monday with British
leaders that “time is slipping
away from us” in averting a
South Atlantic war between
Britain and Argentina over the
Falkland Islands
He said “substantial difficul
ties" remained between the two
sides despite "some progress '
and that he was flying back to
Buenos Aires for a second
round of talks with Argentina's
leaders He said he would spend
the night in London and leave
for Argentina Tuesday morning
"There is no truce or hesita
tion or pause in any of the
military preparations, as I un
derstand them, that are under
way,” he said Asked if he was
more hopeful after his second
trip to London in five days, Haig
replied "Not at all Not at all."
Christopher Snow, first
secretary at the U S Embassy in
London, said Haig "has had a
number of telephone conversa
tions this evening with the for
eign minister of Argentina A
complication has arisen at that
end and we are hopeful it will be
clarified tomorrow ' He
declined to elaborate
On Monday, Britain clamped
a naval blockade around the
South Atlantic islands seized by
Argentine forces on April 2
Britain’s sovereignty over the
islands is disputed by Argen
tina Four British hunter-killer
submarines are at the Falklands
with orders to sink any ships
violating the 200-mile war zone.
Argentina, apparently at
Haig's urging, called its navy
back to port before the zone
went into effect at 11 p m EST
Sunday, but it has made clear it
considers the blockade aggres
sion that would have to be
removed by force if Haig's ef
forts failed
The navy said in a commun
ique released Monday night that
its fleet of 31 ships was "ready,
to sail ” The fleet was docked at
Puerto Belgrano, the country's
main naval base, 430 miles
south of Buenos Aires
Argentine Foreign Minister
Nicanor Costa Mendez said
Monday night "there is no pro
gress" in negotiations
The British Broadcasting
Corp characterized the
government's attitude toward
the Argentines as "Get out or
be put out "

bloodshed between America's
two allies, he told reporters
without elaborating
In Buenos Aires, Foreign
Ministry sources said Argentina
proposed to withdraw its troops
from the islands in exchange for
three main British concessions:
turning back the powerful Royal
Navy armada now about a
week's journey from the
Falklands, lifting the blockade
and agreeing to negotiate the
island's administration and ex
ploitation of its natural re
sources
