IFC reverses 3 decisions

The Incidental Fee Committee
overrode three ASUO presiden
tial vetoes and took out an
$82,000 subscription to the
Emerald for next year during a
lengthy meeting Wednesday
The IFC, not convinced by the
justifications given by ASUO
Pres. Rich Wilkins for his March
11 vetoes, overrode all of Wil
kins' vetoes except his rejection
of the MBA Association's bud
get. No representative of the
Association appeared at the
meeting to make a case for the
group s budget, and the IFC
upheld his veto.
American Chemical Society
representatives, whose $50
budget was rejected in its entir
ety, argued that the group has
been active since last April and
that $50 would help the group
while being "a drop in the
bucket” to the IFC.
The IFC also unanimously
reversed Wilkins’ veto of the
entire $60 apportioned to the
Cuba Study Group, apparently
heeding Kevin Kouns' ar
guments that the group has
been active for a year and is
broadening its activities, sup
port and membership.
Not convinced of the jus
tification for Wilkins' veto of
about $340 of the YWCA's bud
get of $2,750, the IFC also un
animously overrode it. YWCA
representative Trudy Cooper
argued that the veto figure
simply equaled an increase in
phone costs and speaker line
items.
In other business, the IFC
rejected a budget appeal by
representatives of AVENU, the
architecture and allied arts
school newspaper, by a vote of
3-3
Newspaper representatives
sought $470 to supplement their
budget of $1,574 for a graphics
editor position, citing publica
tion frequency and relatively
cheap expenses.
IFC member Sheila Schain,
who voted for the allocation,
changed her vote to no so that
she could make a motion to
reconsider at a future meeting
IFC rules require that recon
sideration motions come from
the majority side of a vote
The IFC also tabled any final
action on a veto of the Foreign
Student Organization, whose
budget of over $8,000 was cut
by more than $700 by Wilkins
when a "pay back” account was
eliminated
However, the IFC had
previously voted to rehear the
FSO for other reasons
ASUO funding of a Muslim
Student Organization under the
FSO umbrella and funding of a
separate Muslim Student
Association may be duplication,
as may be funding the MSO and
the Iranian Students Associa
tion, both under the FSO, said
IFC member David Gibson.
The MSA is religious in nature
while the MSO has cultural
goals, said FSO director Javed
Rasool
The IFC approved culturally
oriented goals for the MSA,
Gibson said Both the MSA and
MSO claim the other to be
religion oriented, he added.
The IFC tabled the budget in
lieu of a meeting between the
IFC, MSO, MSA, and FSO on
MSO and MSA goals and mem
berships.
IFC member Steve Baldwin,
the Emerald's ''tag'' IFC
member, said he was originally
planning to recommend
$80,000 for an Emerald sub
scription for next year, but had
no basis to do so.
"I don’t see our role to cut the
budget to see if they (Emerald
staff) can become more ef
ficient" or better in quality, he
said.
Baldwin proposed an $82,000
student body subscription and
adding a $2,000 line item to the
ASUO Executive budget to buy
a "legal briefs column” to en
sure that student government
and program meeting notices
would be published in the
paper. The ASUO’s recommen
dation was $84,000, a decrease
of about 9 percent from a sub
scription level of $92,714 this
year.
The ASUO’s subsidy of the
Emerald, less than 20 percent of
its total yearly budget, is grant
ed in the form of a subscription
for the student body.
Baldwin charged that the
Emerald’s "et al." section,
available free for notices of
speakers, seminars, workshops,
meetings, and job interviews, is
“not reliable.”
Student programs are forced
to buy advertising to ensure that
meeting notices are published
in the Emerald. Gibson added.
The “et al." section is not
advertising and there is no
guarantee that notices get in
since no medium can publish all
such items, said Darlene Gore,
Emerald advertising director.
The Emerald will incur costs in
producing the extra $2,000 in
advertising, she added.
Baldwin’s proposal and a
budget note requiring a student
majority on the Emerald Board
of Directors for a continued
subscription were both ap
proved by a vote of 6-0.
