United States bans
Libyan oil imports
WASHINGTON
The United States banned all
oil imports from Libya Wednes
day and accused Col Moammar
Khadafy s militant Arab regime
of an outrageous plan' to as
sassinate American officials
and their families in Sudan
A senior U S official said the
plot was broken up last
November before two stereo
speakers packed with plastic
explosives could be flown from
an unidentified neighboring
country to Khartoum. Sudan
where they were to be placed in
the American social club
The official who spoke on the
condition his name not be used
said the devices were prepared
by Libyan intelligence officers
and could have killed or maimed
hundreds of U S Embassy
workers and their families at a
weekend dance
The "particularly horrible
mission” was cited as one rea
son for ending oH imports from
Libya and blocking sale of
American oil and gas tech
nology to that country
The senior official, who
briefed reporters after State
Department spokesman Dean
Fishcer read the announce
ment. said current contracts
would not be interrupted
The United States imports
about 150 000 barrels of oil a
day from Libya This represents
a tiny fraction of U S oil imports

Abscam senator
may give up fight
WASHINGTON
Harrison Williams has made a
tentative decision to resign from
the Senate and quit fighting a
recommendation that he be ex
pelled for Abscam crimes,
knowledgeable congressional
sources said Wednesday
The sources, who asked not
to be identified, said there is still
a slight possibility that Williams
might change his mind before
the Senate takes a vote on a
resolution to expel the New Jer
sey Democrat
One source described Wil
liams as being in a "highly
emotional state of mind and
cited that reason for hesitation
about his intentions
But as of late Wednesday
night the sources said, Williams
had told at least one Senate
colleague that he would resign
after 23 years in the Senate
It was not clear it Williams
would yield before the Senate
votes on a proposal that he
receive a lesser penalty, cen
sure urged by those who
believe he was the victim of FBI
and prosecutorial abuse
The censure vote was certain
to fail It would be followed by a
vote on the expulsion resolution
recommended unanimously by
the Senate ethics committee
Sources who asked not to be
identified said a number of
Democrats, including Williams’
chief defender, Daniel Inouye of
Hawaii, and Senate Minority
Leader Robert Byrd were urging
Williams to give up
Publicly, Williams and his
aides continued to insist that he
would fight to the end to resist
expulsion
BPA dams filled
to overflowing
PORTLAND
The Bonneville Power
Administration has more water
than it can handle, and is allow
ing some of it to spill over dams
without being used to generate
electricity
BPA spokesman Bill Murlin
said the federal power agency
began selling excess electricity
Feb 17 He says water
conditions are the best they
have been since 1976
“We re awash in water right
now," Murlin said
Snowpack in the Columbia
River Basin is 110 percent of
normal, with the BPA predicting
the runoff this year to total 126
million acre-feet An acre-foot is
an acre of water one foot deep
The BPA. which acts as
broker for most electricity gen
erated in the Pacific Northwest
obtains most of its electricity
from its system of hydroelectric
dams on the Columbia River
Most of the BPA s electricity is
sold to public utilities and ex
changed for more expensive
power from private utilities
The agency is selling 3.000
megawatts of surplus power
each day. with 85 to 90 percent
of it going to California Murlin
said
Between Feb 17 and March
7 the BPA earned 5432.000 per
day by selling surplus power, for
a total of $7 77 million
