    EMU’s call for bigger budget
may increase incidental fees
Students may be charged an
extra $2 50 per term next year in
incidental fees if a tentative
EMU Board budget request is
approved, the Incidental Fee
Committee chairer said Mon
day
Although the EMU Board has
not submitted its request, the
EMU may be asking for a 3 to 5
percent increase, Karsten Ras
mussen said in an IFC business
meeting Even if the IFC ap
proved this year's budget
amount for next year's budget,
declining enrollment will force
incidental fees at least $2 50
above the ASUO's planned
50-cent increase, he said
Rasmussen, an EMU board
member, reiterated the figure to
the EMU Board budget
committee Tuesday, adding that
a 3 percent increase in the EMU
budget for next year would
require a $3 50 hike in inciden
tal fees, and a 5 percent in
crease would mandate a $4 10
raise

to University
The University’s law school
has received $12,500 from the
Oregon Law Institute to pur
chase a computer-assisted sys
tem that will help the state's
lawyers quickly locate legal in
formation
The gift to the law school li
brary will be used to obtain
LEXIS, a computer system that
stores legal research materials
"LEXIS will store full texts of
cases statutes and administra
tive materials on the state and
federal level." explained Dennis
Hyatt, law school librarian "The
system will allow a practicing
attorney or law student to plug
in a few words and receive a
comprehensive retrieval of
where information on that topic
appears in certain texts "
Hyatt expects the law school
to have LEXIS installed by July
1 It will be available to the
state s practicing lawyers, law
students and all other University
students
The grant is one of three to
talling $30,000 recently award
ed by the Oregon Law Institute
Law schools at Lewis and Clark
College. Portland, and at Wil
lamette University. Salem, also
received awards
The institute, now in its fourth
year, is a non-profit corporation
It offers continuing education to
Oregon attorneys through
courses, workshops and pub

cuumg tne tMU request, al
though reducing the budget will
be difficult because of contrac
tual obligations to the EMU staff,
Rasmussen said While ASUO
funded organizations have been
cut, the IFC may have to leave
the EMU budget relatively un
scathed, he said.
"It's the toughest decision we
will make this year,” Rasmussen
said
In other business, Rasmussen
recommended the IFC agree to
hear a budget appeal by AVEN
U, the Architecture and Allied
Arts newsletter
The committee should refuse
r
to hear a Forensics team appeal
unless the group submits more
substantive evidence for its ap
peal instead of attacking cur
rent IFC policy, he added
The IFC also unanimously
approved a $250 transfer from
an ASUO account to a series on
sexual assault sponsored by the
Rape Crisis Center The money
came from an unused research
and development budget item,
said Kathy Stebner, ASUO vice
president of University and
academic affairs
"I don’t know exactly why I
budgeted for it last year,” she
