FBI surveillance
of colleges detailed
DES MOINES, Iowa (AP) -
The FBI conducted surveillance
at 15 Iowa colleges tor more
than 20 years, focusing on black
students, women's rights'
groups and others, the Des
Moines Register reported Sun
day
In a copyright story, the new
spaper said details of the spying
is contained in more than 700
pages of heavily censored
government documents
released under the US
Freedom of Information Act, on
a request from the Register
The documents, dating from
1957 to 1979. show that black
students were frequently sub
jects of FBI investigations, the
paper said One 1970 memo
said all groups "organized to
project the demands of black
students are to be subjects
of discreet preliminary inquiries
These inquiries are to be
carefully conducted to avoid
criticism ”
The documents also show
that the women's rights
movement was watched on
campuses, that the FBI often
used informants within univer
sities to aid its surveillance and
that some students were sub
jects of the FBI's counterintel
ligence program, COINTEL
PRO
In 1969, an agent reported to
then-FBI Director J Edgar
Hoover that women attending
the University of Iowa had pro
tested for better access to con
traceptives The agent de
scribed the students as girls
seeking sexual fulfillment out
side the sacred bonds of mar
riage '"
Several top university officials
said they were surprised to
learn the FBI had spied on their
campuses
‘ This is news to me," said
Wilbur Layton, vice president
for student affairs at ISU from
1967 to 1976 "The federal
government was awfully in
secure and uneasy at that time ”
Expulsion measure
continues in Senate
WASHINGTON (AP) - The
punishment recommended for
Abscam felon Harrison Williams
has been described as the Sen
ate equivalent of the death pen
alty, and it has been invoked
only rarely
The finality of the sanction
weighs heavily as senators re
sume debate Monday for the
third day on whether to expel
the 62-year-old New Jersey
Democrat, convicted in a
bribery-conspiracy case
The Senate has expelled only
15 members in its 193-year his
tory, most of them for collabor
ating with the Confederacy in
the Civil War
Records show expulsion
proceedings were begun
against 13 senators since the
last member was ousted in
1862, but each effort stopped
short of expulsion
Williams, a 23-year veteran of
the Senate, was sentenced last
month to three years in prison
for agreeing to trade his in
fluence for financial backing in
a mining venture in which he
had a hidden interest The fi
nancial backer he dealt with
was an undercover FBI agent
and the meetings were taped by
the government
