WPPSS plant
may be mothballed
SEATTLE
Yet another partly finished
Washington Public Power Sup
ply System nuclear power plant
may have to be placed on hold
temporarily because its power
might not be needed by its
scheduled completion date
The plant in question is
WPPSS No 3 at the Satsop re
servation west of Olympia It's
due to come on line in 1987 The
plant is almost 43 percent com
plete and so far has cost $1.13
billion
The supply system intends to
finish the plant whether it's
needed right away or not, argu
ing that because of inflation, it
would cost less to complete now
rather than later
Doubts about the immediate
need for the plant are directly
tied to a new series of forecasts
predicting that future energy
demand in the Northwest will be
less than expected because of
the depressed economy mush
rooming utility rates and grow
ing efforts to conserve electrici
ty
"Some forecasts suggest that
(Project No ) 3 might not be
needed on schedule as pres
ently constructed Peter

tion. told a Senate subcommit
tee in Washington, DC, earlier
this week
Mitterrand splits
with Europeans
JERUSALEM
Pres Francois Mitterrand of
France splitting with the stan
dard European position on the
Middle East said Thursday the
Palestine Liberation Organiza
tion must recognize Israel if it
hopes to join peace negotia
tions
In a speech to the Israeli Par
liament or Knesset Mitterrand
said the Palestinians should
determine their fate but on
the condition that they respect
the right of others in their re
spect of international law and in
a dialogue that takes the place
of violence
In 1980 the European Com
mon Market took a stand on the
Middle East that rankles Israel
because the Europeans called
for Palestinian self-deter
mination and for the PLO to be
associated with Mideast peace
negotiations
Mitterrand told the Knesset he
disapproved of the European
declaration m Venice because it
implicitly distanced Europe
from the Camp David peace ac
cords
Nicaraguan soldier
captured, says Haig
WASHINGTON
Secretary of State Alexander
Haig disclosed Thursday that a
Nicaraguan soldier has been
captured in El Salvador and
charged that the guerrilla war is
being directed from Nicaragua
Today for the first time a
Nicaraguan military man was
captured in Salvador having
been sent there by the FSLN to
participate in the direction
which is so evident of this guer
rilla operation from Nicar
agua Haig said in testimony
before the foreign operations
subcommittee of the House Ap
propriations Committee
Haig did not elaborate The
FSLN is an acronym for the
Sandmista Front for National
Liberation, which controls the
Nicaraguan government
Haig's statement was the first
time he had identified Nicar
agua as the control point for
Salvadoran guerrillas
