of Watergate tapes
WASHINGTON (AP) - A
federal appeals court ruled
Tuesday that the public can
eventually listen to Richard Nix
on's White House tape record
ings, except those restricted on
grounds of national security and
personal privacy
The three-judge panel of the
U S Court of Appeals said the
General Services Administra
tion is acting in a constitutional
manner in processing 4,000
hours of recorded conversation
for public release
Olum defers
assembly talk
University Pres Paul Olum
has postponed a special meet
ing of the University Assembly
scheduled for this afternoon at
3 30 due to the special session
of State Legislature recess
"Because of the sudden
recess of the legislature and
confusion over possible future
legislative actions, I am post
poning the special meeting of
the University Assembly a
new time will be announced
when the situation is clear,"
Olum said
A spokeswoman for the
GSA s National Archives said
the processing of 950 reels of
tapes ad 42 million pages of
written documents would not be
completed for public consump
tion until 1984 at the earliest
Nixon had appealed the GSA
rules for public release of the
tapes, contending the regula
tions violated his right to per
sonal privacy, the privacy of his
political activity and the pres
idential privilege of confiden
tiality.
The appellate decision, by
senior U S Circuit Judge Carl
McGowan, said Nixon can claim
no ' broad right of privacy with
respect to his life while pres
dent
"Mr Nixon while president
could have had such an expec
tation (of privacy) in some ma
terials, such as diaries or other
communications respecting
personal matters unrelated to
his public duties, but not in ma
terial relating to the conduct
and official duties of the pres
dency
The appeals court said the
current rules leave adequate
safeguards for Nixon's consti
tutional rights
