High court appointment lauded
Betty Roberts became the
first woman justice of the
Oregon Supreme Court Mon
day, an event endorsed by some
area legislators and educators.
“Hooray!" said Mimi John
son, chairer of the Women's
Studies department at the
University. "I am a great admirer
of hers and I think it's a real
excellent move forward for
women.”
Rep. Margie Hendricksen, the
only female attorney in the State
Legislature, says she is
especially pleased with the ap
pointment. She called the in
vestiture "the only upbeat thing
happening" at the Capitol dur
ing the current legislative
special session.
Hendricksen attended the in
vestiture ceremony in Salem
and said it was a "warm,
human" event. After Roberts
was sworn in, her husband
asked the new justice's permis
sion to approach the bench and
presented her with two dozen
red roses. Roberts received a
standing ovation from the
audience in the packed court
room, Hendriksen said.
She added that it was gratify
ing to finally see a woman on the

years ago. she said, the U S
Supreme Court ruled that in
dividual states had the right to
prevent a woman from practic
ing law.
Sen. Ted Kulongoski, D
Junction City, agreed that the
time was long overdue for a
woman on the bench. "I think
we're probably about 124 years
late" in having a woman on the
Supreme Court, he said
However, Kulongoski warned
that not too much emphasis
should be placed on Roberts'
sex. “I think it undercuts the
significance of having her on
the court" if people concentrate
on the fact that she is a woman
and not on the fact that she is a
very competent judge, he said.

Roberts to the court last
December to replace the retir
ing Justice Thomas Tongue
She will face election this May
for a full six-year term on the
court
Roberts received her mas
ter's degree in political science
at the University in 1962 She
was appointed to the Oregon
Court of Appeals in 1977 by
then-Gov Bob Straub, the first
woman to serve on that court
University selects fund raiser
Russell Picton has been
named director of development
and executive director of the
University Foundation
Picton, vice president for
development at Wofford Col
lege in South Carolina since
1977, has 22 years of exper
ience in the field of education
fund raising and public rela
tions He is expected to join the
University staff about March 1
“Russ Picton brings to the
foundation talents vital to the
organization at this point in its
development,” says Curt Simic,
vice president for University
relations.
"Especially important to us is
his expertise in capital cam
paigns I expect we will see the
foundation engaged in a series
of small capital campaigns in
the next few years to build en
dowments for different areas of
the University, such as the li
brary and various professional
schools,” Simic says
Picton, 53, has planned and
executed eight successful capi
tal campaigns, and has received
national recognition for the
success of his development
work In 1980, he received the
Russell Picton
Council for Advancement and
Support of Education national
award for annual fund
improvement He received
similar awards when as director
of development and public rela
tions at Randolph-Macon
Woman s College in Virginia

Picton is regularly sought to
lead workshops on educational
development, and for the past

development personnel from
colleges, universities, mu
seums, hospitals and health
agencies
Picton earned his bachelor's
degree from Wilkes College in
1955, majoring in commerce
and finance with a minor in
english He has also attended
the Harvard University Institute
for Educational Management
He and his wife Shirley have
two sons, Russell and Jeffrey
