Reagan submits
nuclear arms draft
WASHINGTON
Pres Reagan said Thursday
the United States has submitted
a draft treaty to the Soviet Union
for mutual reduction of
medium-range nuclear arsenals
and a major contribution to
security, stability and peace
The proposal, which em
bodies Reagan s Nov 18 plan to
reduce intermediate-range nu
clear weapons in Europe, was
placed on the negotiating table
in Geneva on Tuesday, accord
ing to David Gergen. a senior
White House spokesman Ger
gen said it contained no new
proposals
In a written statement.
Reagan called on Soviet Pres
Leonid Brezhnev "to join us in
this important first step to
reduce the nuclear shadow that
hangs over the peoples of the
world ”
The Soviet leader on Wed
nesday proposed a two-thirds
cut in U S and Soviet medium
range nuclear weapons in Eu
rope by 1990 and said the
United States was avoiding ser
ious negotiations on the issue
The Reagan announcement,
read from the podium in the
White House press briefing
room after a reporter s inquiry,
left the administration in the
unusual position of outlining its
course while both sides in the
talks in Geneva have pro
claimed a news blackout
It could be intended to help
persuade Western Europe that
the United States is serious
about the arms talks while
pushing for allied support of
sanctions against the Soviet
Union in the wake of the military
crackdown in Poland
Secretary of State Alexander
Haig has said that the Geneva
talks are in a special category
and should be insulated from
the ups and downs of the U.S.
Soviet relationship Thus, arms
talks were resumed Jan 12, one
day short of the action in
Poland

Polish-born pontiff received the
Polish primate. Archbishop
Jozef Glemp. and two other
visiting Polish prelates, shortty
after their arrival from Warsaw
Discussions continued over
lunch at the pontiff's private
apartment

member of the Polish delegation
who requested anonymity
Glemp and the archbishops of
Krakow and Wroclaw will
remain in Rome about a week
and will leave before the pope
departs for Africa Feb 12 the
Polish official said
It was the pope s first meeting
with Glemp since Polish author
ities declared martial law Dec
13 and suspended the church
backed Solidarity trade union
the only independent labor
movement in the Soviet bloc
Church sources said the
meetings will give the pope his
first opportunity to have a de
tailed picture of the situation in
hts homeland and work out an
agreement on a church stance
in light of the continuing state of
emergency
The pope counseled patience
in the early days of martial law,
but as the crackdown continued
he has shown increasing impa
tience with the military grip the
internments without trial and the
suspension of independent un
ion activities
