Pres, orders end to leaks
WASHINGTON (AP) - Pres
Reagan issued Tuesday new
anti-leak guidelines which a
spokesman said should allay
media concern over a Jan 12
order which barred officials
from discussing national secur
ity matters with reporters with
out prior approval

David Gergen said the revised
approach reflects a very de
termined effort by all concerned
to draw a proper balance
between the legitimate needs of
the public's right to know and
the needs of the government in
protecting classified informa
tion ”
The new guidelines, sent to
several departments and agen
cies. retract a previous rule
under which employees were
banned from contacts with
reporters "in which classified
National Security Council mat
ters or classified intelligence
information are discussed," un
less the meeting was approved
in advance by a senior official
After any such meeting with a
reporter, the government
official had to file a memo on
what was discussed
Gergen said the old order had
"a chilling effect on the legi
timate flow (of information) "
The previous rule was issued
Jan 12 to stem what Reagan
called a "hemorrhage" of leaks
of classified information
Reagan had also warned that
his administration would inves
tigate any leaks by all legal
methods ”
Gergen said Reagan's effort
to stop leaks have sent a mes
sage through the ranks that the
president regards unauthorized
disclosure of classified infor
mation as a serious matter
Under the new guidelines
people who handle NSC infor
mation must "hold the number
of persons having access to
such information to the absolute
minimum consistent with the
efficient operations of the NSC
system, and will strictly control
document dissemination and
reproduction to carry out exist
ing law."
A cover sheet is to be at
tached to each copy of a
document containing NSC in
formation "
The memo sent to depart
ments and agencies did not
spell out any new puntshment
for violators That matter said
Gergen, will be reviewed by a
group headed by Attorney Gen
eral William Smith
The new rules were sent to
the Departments of State
Defense. Treasury, Justice In
terior Agriculture Commerce
Transportation, and Energy as
well as the Office of Man
agement and Budget, the CIA
the United Nations representa
tives, the U S trade representa
tive, the chairman of the Joint
Chiefs of Staff, the Nuclear
Regulatory Commission, the
i director of the Arms Control and
Disarmament Agency the Gen
eral Services Administration
NASA, the FBI. and the Federal
Emergency Management
