Capital celebrates
FDR centennial
WASHINGTON
Just two days after Pres
Reagan proposed dismantling
much of Franklin Delano Roose
velt's New Deal, Congress is
i celebrating the centennial of
FDR's birth
Congress held its second
joint session this week — the
first was Reagan's State of the
Union message — to commem
morate Roosevelt, who was
bom Jan 30, 1882
Efforts were being made to
keep the occasion non-parti
san As historian Arthur Schle
singer Jr said, Roosevelt "was
not a strict party man He cast
his first presidential vote for a
progressive Republican
(and) appointed two Repub
licans to his Cabinet.”
But only nine of the 53
Republican senators attended
today's session Vice Pres
George Bush represented the
president Also attending were
U N Ambassador Jeane Kirk
patrick; Labor Secretary Ray
Donovan; Richard Schweiker,
the secretary of health and
human services; and CIA Direc
tor William Casey
And there were undeniable
undertones One of Roosevelt's

velt Jr , rebuffed Reagan's
luncheon invitation because tne
president failed to appoint a
centennial commission

conservationist,” he said in a
recent interview, "but the
Reagan administration is undo
ing steps that my father's ad
ministration took 40 to 50 years
ago And the threat to Social
Security concerns me very ser

Hijackers free
jetliner hostages
CALI, Colombia
Seven heavily armed leftist
guerrillas let 74 hostages leave
a hijacked Colombian airliner
Thursday, then boarded a small
private jet and took off for an
unknown destination
Some of the hostages were
put into the executive-type jet.
according to Colombian army
and civil aviation officials, and it
was possibile some remained
aboard when the getaway plane
took off from Cali airport
An army source said earlier
the guerrillas agreed to free all
their captives except two in re
turn for the small jet and safe
passage out of the country
The army also gave the guer
rillas flight maps for all of Cen
tral America and the Caribbean,
and there was speculation the
hijackers might head to Cuba,
about 800 miles northeast of
Cali, or about 90 minutes flying
time
The guerrillas hijacked the
airliner, an Aerotal airlines Boe
ing 727, Wednesday after taking
off from the capital of Bogota
with 115 other passengers and
six crew members aboard
The guerrillas forced the
plane to the Cali airport and
released 47 passengers Wed
nesday night, including John
Archolecas, of Deerfield Beach,
Fla
Archolecas told The As
sociated Press in a telephone
interview that he saw another
man with an American passport
aboard the Boeing plane but
did not know who it was
Reagan plans new
aviation system
WASHINGTON
The Reagan administration
said Thursday it will seek sharp
increases in aviation taxes to
pay for a $1-billion-a-year
modernization of the air traffic
control system — a plan that
envisions shifting many duties
from humans to computers
The plan includes raising the
tax on airline tickets from 5 per
cent to 8 percent Taxes on
regular and )et fuels also would
be boosted
Congressional sources es
timated the cost of the moder
nization at between $8 3 billion
and $10 billion
The modernization program
unveiled by Helms in a two-hour
briefing for industry representa
tives, calls for the purchase of
new computers within the next
few years, new softwear by 1988
and a variety of technology by
the mid-1990s to allow the FAA
to handle an increasing number
of aircraft, reduce manpower
and close scores of facilities
The Federal Aviation
Administration estimates that
over the next 20 years the au
tomated system would allow
savings of $25 billion, largely
through lower maintenance
costs, reduced manpower and
the reduction in the number of
traffic routing facilities
