during day trip
A full-day field trip this Saturday will
visit points of interest along the central
Oregon coast.
Highlights of the trip, offered by the
Survival Center, will include watching
whales, exploring tide pools, visiting the
Cape Perpetua visitors center and view
ing Haceta Head and its light house and
the '‘spectacular" Oregon dunes

The center also is sponsoring a free
environmental film series at the Univer
sity, beginning Thursday with "Paddle to
the Sea" and “Where Will You Hide?"

Option one — removing $12 of the
surcharge — would cost $1 4 million tor
the 1982-83 school year Option two —
eliminating the rest of the surcharge —
would cost another $4 5 million.
Next, the effect of the 5-percent "con
tingency plan" due March 31 must be
added in. If the state has another short
fall, which some say may be as high as
$100 million by this spring, higher
education would lose $7.5 million, as a
result of this 5-percent cut
But Lieuallen says the number of pro
grams and faculty included in that $7 5
million would require an enrollment
reduction, in order to maintain educa
tional quality and the student-teacher
ratio That enrollment reduction would
mean a loss of $3 million in tuition
revenue, he says
In addition, Lieuallen recommended
adding a $3 to $5 million "cushion" of
cuts, which means each institution has
been asked to identify more programs
than it actually will have to cut.
The total impact of these "what if”
situations and the $3 to $5 million pad
ding equals Lieuallen's estimate — nearly
$30 million that might still have to be cut
from the budget this biennium
The latest round of cuts will be handled
in a somewhat different way from
previous cuts As one of the board's
budget cut guidelines states, the board
will now pick and choose cuts among
those suggested by the institutions
Any cuts made will not be
across-the-board, as they have been in
the past, but will be made selectively to
meet the board's educational guidelines
The change came, in part, as a response
to criticism that the board has not been
able to exercise options in dealing with
the eight state colleges and universities
Although faculty and institution input
will be minimized because the proposed
cuts are due in less than six weeks,
' ‘there will be that input, " Lieuallen said
“It seems clear to me that the sub
committee underestimated that the
time constraints under which we operate
will not allow for meaningful faculty par
ticipation," he said
Other board members have been cri
tical of the Ways and Means subcommit
tee’s "tinkering" with the higher educa
tion budget
"I think we should make it clear that we
will not stand for any tinkering from the
Legislature concerning the budget
cuts," said board member Jim Peterson
"Whether we re going to be the ones
to decide or they is the crucial issue "
