Harold Lannom says he's tired Exhausted, in fact. And so after
four years of work on the West University Refinement Plan, he,
along with the rest of the West University Neighbors, has withdrawn
his support of the long-range planning document
I'd rather see it go down the drain than see it approved the way it
is now," he says
The neighborhood planning group contends the Eugene Plan
ning Commission made so many changes on the proposed draft
that it made the group s original planning goals unrecognizable,
Lannom says
"It's not what we had in mind when we started out," he says of the
post-planning commission plan The group's primary goal was to
preserve housing within the neighborhood's boundaries — roughly
Franklin Boulevard on the north, 19th Avenue on the south,
Willamette Street on the west and the University on the east
“They see the issue as clinics
and we see it as housing ... ”
The major disagreement stems from competition between re
sidents of the neighborhood and members of the business and
medical communties over space Lannom says the plan is now
biased toward the business and medical communities
To put it very shortly, the Metro plan (the city's overall planning
document) protects us better as a residential area,'' Lannom says.
Medical clinic expansion into the area near Sacred Heart Hospital
particularly is at issue The neighborhood group originally wanted
to limit future expansion completely but later relented, calling for
restriction through the conditional use permit procedure
Although the commission revised the plan to limit future clinic
expansion to the area north of 13th Avenue, the neighborhood still
was not satisfied
"They see the issue as clinics and we see it as housing," Lannom
says
Lannom says that although the demand for doctor office space
does exist, the demand for housing will be about three times as
great by the year 2000 and housing takes more space than clinics.
Restriction of land use within the neighborhood will keep
residence owners from selling out to businesses and will preserve
the residential area's value. Lannom says
If it is not protected, the rental and housing costs may rise in the
future, he says "It will have an impact on students much more than
is immediately obvious," he says.
The Eugene City Council will hold a hearing on the plan tonight at
7:30 in the City Council Chambers.
