spared severe cutbacks
because it already has been cut

agency in captivity,” Appy says
"We entered the last bien
nium with 17 percent less of the
state funds than we had before,
in real dollars That's 30 percent
less if you take inflation into
account,"' Appy says

tonight at 6:30 on KOAC-TV,
