Storm problems
confront California
SANTA CRUZ, Calif.
Critical water shortages and
thick mud thwarted rescue
workers Thursday as they
struggled to unearth landslide
victims and repair destruction
from a storm that killed 23 peo
ple and caused an estimated
$200 million damage
Pres. Reagan declared five
Northern California counties —
Contra Costa, Marin, San Ma
teo, Santa Cruz and Sonoma —
major disaster areas, making
them eligible for help from
federal agencies
In Ben Lomond, 10 miles to
the north, efforts continued to
locate up to 20 people believed

law regime, and the Soviet
Union pledged Wednesday to
plow nearly $4 billion into

Reagan readies
‘83 fiscal budget
WASHINGTON
The Reagan administration
neared completion Wednesday
of a fiscal 1983 budget that will
seek new tax increases, further
cuts in social programs and a
fattened military spending plan
Pres Reagan already has
decided to ask Congress for
cuts of more than $30 billion in
domestic programs and will
make up his mind this week on
how large a package of tax in
creases he will support to keep
the deficit under $100 billion
administration officials said
Reagan's spending blueprint
for the new fiscal year which
begins Oct 1, also is expected
to include
• An 18 percent jump in the
Pentagon's budget, to a record
$215 billion
• A plan for returning more
federal money to states and
cities — along with new budget
responsibilities now shouldered
by Washington
• An "enterprise zone'
proposal to assist decaying in
ner cities by offering tax breaks
to businesses that locate and
hire residents in up to 25
specially designated areas a
year
• Significant cuts in welfare
benefits, food stamps, Medicare
and Medicaid, nutrition pro
grams, subsidized housing and
job training for the poor and a
long list of other non-military
programs Social Security is the
only social program the pres
ident has placed off limits
