Search for Lieuallen's successor begins
Help wanted: Opening in the toughest post in
Oregon higher education . not much in the way
of budget to work with must be able to shrink
instead of expand Oregon higher education
should be diplomatic with politicians who know
very little about the workings of the state system of
higher education will receive little thanks from
the people of Oregon previous office holder
retiring after 20 years; the last two of which were
the most difficult.
Chanceiior Roy Lieuaiien s retirement has
prompted a nationwide search for a successor At
present a sub-committee is sifting through the 100
or so applicants and nominees before the "first
cut," according to Charles Duncan, coordinator
of the search committee By Dec 18 the number of
applicants will be pared down to between 20 and
30
This is the first search for a chancellor in 20
years and it is not without precedence Lieuaiien
held the post for such a length of time that a set of
entirely n^w guidelines had to be devised The
selection process, the state system of higher
education and the financial condition of Oregon
were quite different when Lieuaiien took office
Whoever is named the new chancellor will have to
be made of mettle different from Lieuaiien s in
order to cope with the disarray of Oregon econ
omics and higher education
The Chancellor Search Committee approved
a statement of qualifications and criteria at a Nov
19 meeting The criteria are said to be without
priority order — however — the first asks a can
didate to be knowledgeable of and sensitive to
political processes, and be able to work with the
legislative and executive branches of government
Whether or not this was inadvertently listed first —
it may be the singlemost important qualfication for
the incoming chancellor Coinciding with this
statement the applicant is asked to possess the
ability to communicate effectively as an advocate
of higher education
Lieuaiien has been a strong advocate of
etrers
Unpersuasive appeal
I agree with Dr Seder s letter (Nov 17) in the tact
that his ' rational historical' view of the Greek non
Greek controversy is obvious to those with half a brain
But to those with a whole brain, namely Germans,
his appeal to pity is unpersuasive
Nuclear weapons, in a corporeal sense, are not
dirty or ugly — but rather their effects are Why does
Seder believe we should be afraid of the Germans7 —
the U.N won't even let them have nuclear weapons
I say brochwurst to Seder s attack on Einstein and
all Germans! Whereas Plato and Co wandered in
rhetorical circles in their long robes, confusing those
with "half a brain,-' Ludwig von, Bach and Mozart
created cannons How would it be possible for Seder to
express his viewpoint without the inventions of Konig
and Gutenburg?
Presently, the Greek's only offerings to the world
are white skirts and nudist beaches Wouldn't you
rather have a Volkswagen7
Seder also believes that since there are only a few
Greeks on the campus, the attack on them is unjust
Blah, blah — all the more reason to attack them
Besides, how can you respect a people whose
money sounds like candy7

Israeli interests
The charges being made by Israeli spokesmen that
supporters of the AWACS sale to Saudi Arabia were
anti-Semitic is one more example of Israel's ignoring
the fact that its ardent U S supporters are now faced
with the inescapable fact that Israeli interests are on a
collision course with American interests
At this crucial point in American history, Israeli
supporters are calling for the suppression of free
speech on a question vital to the survival of America —
to whit — shall 160 million Americans risk nuclear
holocaust to assist four million Israelis in a family feud
with their cousins, not by taking one side against the
other, but by impartially bestowing even-handed aid.
higher education — but his successor needs to be
even more aggressive to deal with Oregon higher
education's present dilemma Lieuallen had the
benefit of the prosperous years while the college
and university budgets were secure Under
Lieuallen's chancellorship higher education in
Oregon achieved nationally a reputation for ex
cellence It isn't by Lieuallen’s willing hand that
Oregon's colleges and universities are losing (and
perhaps have lost already) this recognition for
excellence The blame for this should be ad
dressed to the statehouse, not the state board
offices in Johnson Hall
The upcoming budgets will either break
higher education or continue to keep it in an
anemic state The choice for Lieuallen's succes
sor should have an extensive background in
economics and know the machinations of Oregon
politics That way the survival, and perhaps only
the survival, of Oregon higher education will be
assured
The chancellorship is something of a thank
less occupation Lieuallen has done a singularly
commendable job; his successor has a difficult
task to achieve for Oregon higher education all
Lieuallen has
Lieuallen's successor faces an even greater
set of challenges for higher education in Oregon
The search committee needs to temper its judge
ment knowing the next chancellor will have to
struggle with an unsympathetic Legislature and
the all-too-political Oregon budgeting process
'mi Business5'
— negotiation and amelioration of the dispute which must
be examined from all sides7
Nevertheless, an Israeli official has threatened
Washington to stop courting Israel's enemies unless
the U S wants trouble ' He said Israel is a small country
but in the Middle East nothing can be accomplished
"against (Israel s) will" (Newsweek Nov 23) That
means that Israel will continue to insist on attacking her
Arab neighbors, thereby pulling Russia into World War
III against her American benefactor who has kept her
alive for 33 years
The recently discovered recession actually began
back in 1973 when the Arabs imposed an oil embargo in
response to the West's support of Israel Every Amer
ican has had to pay through the gas hose for that
support And now as Israel expects America to support
her with billions of dollars and arms aid, and to make
American men available as cannon-fodder against the
Arabs and Russians, she is making it more apparent
that she is not concerned about our survival
Americans have the same right to their survival as
the Israelis have to theirs and if that is anti-Semitism,
then are not such name callers equally guilty of
anti-Americanism7

Dream of dignity
In this era of inflation, recession, unemployment,
social unrest and sabre rattling, there seems to be more
emphasis on affixing blame than on moving to solve
these problems By striking at the root, by restoring
those positive values which are an integral part of the
American Dream — dignity, independence, opportunity,
freedom and peace — we can solve these problems
These values have always been part of American
society, but they have been obscured by years of
growing control, power, deception and manipulation by
government and those who use the government to
further their own ends We should remove the obstacles
which prevent us from bringing these values to the
forefront of American society
Government will not remove these obstacles, nor
can it restore these values No legislation ever created
dignity or independence No administrative edicts ever
brought about equal opportunity No regulatory agency
ever restored freedom No federal task force ever
ensured peace As George Washington said, Govern
ment is not reason it is not eloquence; it is force! Like
fire, it is a dangerous servant and a fearful master
Politicians or interest groups who view government as a
problem solver are really advocating the use of
government force — laws, edicts, regulations — as
solutions In effect, they are invoking the use of
government force for their own ends
Government force is neither moral nor practical as
a means of solving these problems The use of force is,
in fact, antithetical to the promotion of dignity, in
dependence, opportunity, freedom and peace It is time
for each of us to advocate the restoration of these
principles into the government — into both of the major
political parties Or, support the party that already
advocates these principles — the Libertarian Party

Robbers and burglars
As every journalist knows, accuracy, accuracy,
accuracy is the most important component of a news
story
Your newspaper has been guilty of repeated viola
tions of this rule I refer in particular to a front-page
story on Nov 19 entitled, “Dormitory Thefts Rise ”
The story desribes so-called 'robberies'' of
property left unattended in dorm rooms The writer
obviously has robbers confused with burglars and
thieves
A theft accomplished by stealth — taking a wallet,
watch or purse while the occupant of a dorm room is
absent or asleep — is not robbery It is burglary (enter
ing a building with intent to commit a crime therein —
Oregon Revised Statutes 164 215) or theft (taking of
property with intent to deprive another of it — ORS
164 015) Robbery requires that property be taken from
a person by force or fear (ORS 164 395)
To quote the Los Angeles Times Stylebook
Burglary^is the act of breaking into a building to
commit a theft or other crime
