voting in last year's presidential
election dropped to its lowest
level in three decades, but that's
not the way Americans
remember it

lished Census Bureau survey,
59 2 percent of Americans aged
18 and over reported having
voted in 1980
That would have topped the
percentage turning out in both
the 1972 and 1976 elections
However, the Federal Elec

or some massive (tax) in
creases” to fulfill Pres Ronald
Reagan's promise of a balanced
