Wednesday against an $8 5 bil
lion U S arms sale to Saudi
Arabia
The Senate voted 52-48 in
support of the sale, which was
favored by Pres Reagan The
vote cleared the way for tran
saction of the sale, which in
cludes five high-technology
AWACS radar planes
Packwood was one of the
leaders of Senate resistance to
the sale, and he re-emphasized
before the vote on the Senate
floor his view that, "If we go
ahead with Saudi Arabia, we
lose any chance to have in
fluence on the other indepen
dent states in the area "
Packwood said following the
vote that "The president did a
marvelous job of persuasion "
He added that opponents of the
sale were simply "outgunned"
by Reagan
The House had rejected the
sale, and rejection in the Senate
would have blocked the
transaction
FBI tackles fraud
WASHINGTON (AP) - The
FBI and Secret Service are be
ing used for the first time in a
widening government drive to
wipe out food stamp fraud and
abuse the head of the Justice
Department s special food
stamp fraud unit said Wednes
day
Assistant Attorney General D
Lowell Jensen said the
nationwide presence and large
number of staffed locations' of
those two agencies will sig
nificantly bolster efforts of
Agriculture Department and
Postal Service investigators,
who up to now have been solely
responsible for the nationwide
probe
We do have strong indica
tions that fraud has permeated
the food stamp program in dis
tressingly large proportions/'
Jensen said We re dealing
roughly with a billion dollars that
is being wasted through abuse
and fraud
Police comb
London for
IRA gang

Yard combed London Tuesday
for a gang of six to esght Irish
men and women suspects in the
IRA bombing Monday that Killed
a man in the city's busiest
shopping district
Oxford Street, normally teem
ing with shoppers, was cor
doned off Tuesday as police
searched for more devices like
the 5-pound bomb that explod
ed in a Wimpy hamburger bar
The bomb killed police explo
sives expert Kenneth Howorth,
49 as he tried to defuse it in a
basement toilet Police defused
a second bomb at Debenham's
department store 400 yards
down the street
At Scotland Yard, Deputy As
sistant Commissioner David
Powis told a news conference
that police were hunting an IRA
gang of "six to eight people,
possibly with two young
females "
Powis said the suspects were
believed still in London, possi
bly living as lodgers or short
term tenants
Police previously said the
bombers may be supported by a
network of "sleepers" — IRA
guerrillas infiltrated into Britain
years ago and activated for a
new blitz
In the House of Commons,
Home Secretary William White
law appealed for public
vigilance to help police track
down the Irish Republican Army
bombers who have struck three
times in 17 days, killing three
and injuring 38
William Murphy, the assistant
chief postal inspector for
criminal investigations, said his
inspectors have been hampered
in the past because of a lack of
information a problem Jensen
said the addition of the FBI and
Secret Service should help
solve
Jensen also said the inten
sified investigation will target a
number of major metropolitan
areas where we believe major
fraud in the food stamp program
may be occurmg
In the past three years food
stamp fraud and abuse has net
ted 1.200 prosecutions
nationwide involving criminal
trafficking in food stamps, Jen
sen said, with 799 of them com
ing in the last 12 months since
the government heightened its
enforcement effort
Jensen said most involve
cases where food stamps are
obtained illegally by those un
connected with the program
