Two extension programs
approved by state board
By ANN PORTAL

The State Board of Higher Education gave
preliminary approval Friday to proposals for
off-campus degree programs in Salem and Bend
Oregon State University will offer the Bend
off-campus degree program, with Western Ore
gon State College offering the Salem program in
cooperation with Willamette University and
Chemeketa Community College
Final approval of the proposals is expected in
December, after review by the Oregon Educa
tional Coordinating Commission
The board, which originally rejected the Bend
proposal at a March meeting, was concerned the
Legislature would consider the new program
expansionary in a time of budgetary problems
However, the programs are expected to be
self-supporting They will be financed entirely
through tuition paid by the off-campus students
and current teaching staffs will take on the addi
tional courses
Board President Ed Harms had voted against
the program in March but supported the
proposals Friday
"Some of us were concerned with the
impression this would present to the Legislature
with respect to duplication of programs," he said
However, a genuine need has been shown for
the upper-division courses, which will allow
students who completed lower-division
requirements at community colleges to finish their
degrees, WOSC and OSU representatives
testified
The Bend program will offer a bachelor’s
degree in liberal studies through Central Oregon
Community College The WOSC program will lead
to a bachelor's degree in interdisciplinary studies
