Million-plus sign
anti-Watt petition
WASHINGTON
The Sierra Club brought 1.1
million signatures demanding
the ouster of Interior Secretary
James Watt to the Capitol steps
Monday in what the group
claimed was the largest citizen
petition ever presented to Con
gress
Sierra Club volunteers from
46 states lined up in front of a
banner proclaiming "More than
1 million Americans know
Watt's Wrong" and presented
the signatures as the culmina
tion of a six-month "Dump
Watt" campaign
"We and millions of Amer
icans believe Secretary Watt
and his programs are radically
out of step with what the people
want as our policy toward
natural resources and the en
vironment,” said Sierra Club
Pres Joseph Fontaine
Doug Baldwin. Watt's chief
spokesman, attacked the peti
tion drive as a media event
aimed at getting new members
and money for the Sierra Club
Reagan preserves
hatchery funding
OLYMPIA
The Reagan Administration
has backed away from its
proposal to cut all but $400,000
in federal funding for 22 Colum
bia River fish hatcheries.
Washington state officials said
today
Washington State Fisheries
Director Rolland Schmitten says
he has received word the ad
ministration has agreed to re
store all the money cut from the
hatchery program
Gov Vic Atiyeh praised
federal officials for listening to
logic and called the decision
"welcome and wise "
"It is gratifying to know that
the persuasion of logic can be
heard at the highest levels of the
federal government,” Atiyeh
said in a printed release
Atiyeh said the decision buys
the Northwest time to develop

Housing starts
continue to fall

Housing construction started
by U S builders hit the third
lowest level in at least two
decades last month, declining
17 percent as interest rates
rose to record highs, the

that permits for future con
struction fell for the fifth straight
month, dropping nearly to the
lowest level of last year's reces
sion
