Faculty must watch over
the quality of education
By DONALD COULTER

According to a panel of higher education
experts, the burden of maintaining quality univer
sities during the 1980s will be placed on faculties
"It is a folly to think that budgets can be cut
without a drop in quality,' said Dr Harold Enar
son, president emetritus of Ohio State University
"The faculty must become the custodians of
quality ”
Enarson was the keynote speaker at the
symposium Saturday about universities in the
1980s The symposium was one of the events
surrounding the inauguration of Pres Olunri
Enarson said few occupations are as shel
tered from criticism as are tenured faculty, but in
times of budget crunches and declining student
enrollments, professors shouldn’t be com
plisant It is their challenge to reshape curricula
and stive for quality, he said
“The worst possible thing that can happen is
to be totally emersed in budget cuts and not
create "
"Cynicism has been contagious among
faculties recently,” he added "Hope and com
mitment need to be just as contagious ”
A point stressed by the panel was the need for
a resurgence of liberal arts curricula Former
University president Bill Boyd said it is essential to
bring back the humanities as a way to cope with
the feeling of futility and alienation among youth
"The anonymity of youth should be the first
concern of universities in the 1980s.’ Boyd said
“A significant part of this will be to bring back the
humanities."
Boyd said universities also need to take
serious steps to change the plight of elemetary
and secondary education He said the quality of
teachers turned out by the universities must be
upgraded
"We should give renewed attention to the
preparation of teachers," he said "There have
been three national studies on secondary educa
tion in recent years and they all point to grave
problems ”
Enarson backed Boyd’s statement, empha
sizing "it’s impossible to have a strong university
that does not rest on a strong public education
system "
Enarson added that universities are too
isolated and that they should become "critics of
social order " At present there are few ways to
address social and political issues at universities,
he said, "only demonstrations, which are met
with either indifference or violence
Olum invested
Sunday
More than 60 college and university delegates joined
University faculty, community members and a handful of
students at the inauguration of the University's 13th president
Sunday afternoon.
Chancellor Roy Lieuallen and Ed Harms, president of the
State Board of Higher Education, conducted the investiture of
Paul Olum, held in MacArthur Court because of Saturday’s
rain.
Harms placed the president’s centennial medallion
around Olum’s neck, symbolically placing upon his shoulders
the responsibility for upholding the University's authority and
goals.
The medallion was commissioned in 1975 to be worn by
University presidents as a badge of office.
The inaugural ceremony took place six months after the
State Board of Higher Education selected Olum to replace
William Boyd as the University's president. Olum had been
acting president since June 1980.
Olum is the fifth of 13 University presidents to be formally
invested, in spite of his earlier misgivings about staging the
inauguration during such a financially "grim" year.
But the inaugural speakers cast off pessimism as they
praised the University's new president.
Representing the state of Oregon, Attorney General Dave
Frohnmayer called Olum a man of "honor and integrity."
Frohnmayer, a former University law professor, said
Oregonians “profoundly hope (Olum) will lead with dignity
and distinction."
Former University Pres. William Boyd, Olum's choice to
deliver inaugural remarks, expressed confidence in the ability
of his former colleague to advance the University's quality in
3pite of financial restraints.
"Paul Olum fought for higher quality when he was
provost, and he will continue, from a broader foundation, to
fight for higher quality as president,” Boyd said.
