Committee marks possible University cuts
bALhM — it s pretty much all over but
the crying for higher education in the
Legislature, according to the chairer of
the Joint Ways and Means education
subcommittee.
Sen. Jim Gardner, D-Portland, says his
panel has made nearly all of the deci
sions about higher education funding for
the 1981-83 biennium. The subcom
mittee has spent the last month targeting
possible budget cuts in case Gov Vic
Atiyeh’s revenue proposals are rejected
by the Legislature.
For the first year of the biennium, the
Legislature is setting specific priorities
on where the budget ax should fall.
As Gardner explains it, these priorities
are designed to give Chancellor Roy
Lieuallen and the state higher education
board some breathing room
At its Tuesday meeting, the subcom
mittee approved a 21-item list that ranks
the cuts to be made depending on how
many dollars must be carved out of
Atiyeh’s proposed budget. The list as
sumes a 17 to 17.5-percent tuition in
crease for resident undergraduates. The
sixth item on the list would bump that to
25 percent at the medical, dental and
veterinary schools.
Number five calls for the cutoff of state
support for intercollegiate athletics at
both the universities and colleges, a
move that Gardner admits is likely to kill
the programs at the regional colleges.
Sixteenth on the list is ending state
support for most physical education
courses at the institutions. This item is
one of the most controversial because
Lieuallen and the state board contend it
is an impermissible intrusion by the
Legislature into decisions on what
classes will be taught, Gardner says.
