Senate approves anti-abortion bill
WASHINGTON (AP) - The
Senate voted 52-43 Thursday to
eliminate incest and rape as
grounds for an abortion under
the federal Medicaid program.
The measure would allow the
government to pay for the op
eration only if the woman’s life is
threatened.
The House already has
approved the tougher standard.

WASHINGTON (AP) - Senate
investigators described interim
Teamsters president Roy Wil
liams on Thursday as an “or
ganized crime mole” who was
groomed by mob bosses to take
over the union and run it for
their benefit.
Williams also was accused of
sharing in the illicit skimming of
Las Vegas, Nev., casino cash.
Williams could not be
reached immediately for
comment. He said last week that
“I’m done talking about any of
this so-called connection with
organized crime.”
In Las Vegas, Teamsters
spokesman Duke Zeller
declined to respond to the
Senate allegations.
Repeated efforts to reach
Williams and his attorney for
comment remained unsuccess
ful at the day’s end.
Williams and other Teamsters
officials were in Las Vegas to
prepare for the union’s annual
convention.
Williams also is the target of a
Justice Department investiga
tion expected to yield an
indictment in Chicago on
Friday. Government prosecu
tors have scheduled a news
conference there Friday morn
ing to announce grand jury ac
tion in the investigation of
pension fund corruption.
It could not be determined
Thursday whether Williams
would be named a defendant.
The Senate Permanent In
vestigations subcommittee,
after three-year probe of
alledged mob control of the
Teamsters’ $2-billion Central
States pension fund, released
its interim report less than two
weeks before union delegates
convene in Las Vegas to elect a
successor to the late Frank
Fitzsimmons.
Williams has no serious op
position for the job.
The committee urged the
Labor Department to force Wil
liams out of office if he refuses
to answer questions about
alleged ties to the crime syn
dicate which the FBI calls La
Cosa Nostra and others call the
Mafia.
The committee recommenda
tion is based on the federal law
applying to union fiduciaries —
those entrusted with union
members’ money. The law holds
those officials accountable for
their management of the money.
The report noted that Williams
cited the Fifth Amendment pro
tection against self-incrimina
tion in refusing to answer the
committee’s questions at a
hearing last August.
“The Labor Department and
the federal courts should give
Roy Lee Williams another op
portunity to answer questions
about his conduct as a
fiduciary,” the report said.
In its first test on the issue
since Republicans captured
majority control last year, the
chamber passed an amendment
by Jesse Helms, R-N.C, the
Senate s chief foe of legalized
abortion. Opponents said it
could deny benefits to between
5,000 and 10,000 poor women
whose pregancies resulted from
rape.
The Helms' move restored to
tl\e Senate version of a
$13.3-billion 1981 supplemental
spending the language of an
anti-abortion rider which cl
eared the House earlier. Under
past Democratic control, the
Senate had rebuffed House
efforts at tough anti-abortion
restrictions.
The supplemental appropria
tions bill now is headed for a
conference of Senate and
House members, but final ap
proval of the abortion limit
would seem a mere formality.
Some senators who support
ed Helms in principle voted
against him on procedural
grounds. They argued that
stands on such controversial
issues as abortion should not be
taken by the Senate in
amendments to money bills but
should be treated separately.
