    Food expert says
American aid comes with strings attached

Repressive governments not commit
ted to reducing poverty and hunger are
receiving the majority of American food
and development aid, a foreign aid an
alyst said Wednesday night.
“About 50-percent of bilateral aid al
locations are concentrated in 10 coun
tries that are some of the worst human
rights violators in the world,” said David
Kinley, author and coordinator of the Aid
Education Project for the Institute for
Food and Development Policy.
Indonesia, El Salvador, Bangladesh,
Thailand and the Phillipines receive
three-times more in development loans
than countries with equal or greater
need, Kinley said.
The institute independently analyzes
food and the causes of world hunger,
seeking ' alternatives to the use of for
eign assistance as a political tool of the
U S. government,” Kinley said.
‘‘Most every country can already
produce enough food to feed the
population of their country, yet one in
every three people in the world still go
hungry,” Kinley said.
The institute is working to alter the
concentration of control over food
producing resources in Third World
countries that keeps "the powerless
from gaining anything from the power
ful,” he said.
The World Bank annual report shows
strong American allies get the most help,
Kinley said. Countries give the World
Bank funds proportionate to their Gross
National Product.
The World Bank’s distribution of aid —
$12 billion to the Third World last year —
“is not impartial.
"In fact, only about one quarter of aid
ever benefits agricultural development.
Three quarters goes to industry build-up,
urban development, and commerce as
part of a trickle-down’ strategy that does
not benefit the landless, rural poor,” he
said.
Through the Aid Education Project,
Kinley is encouraging others to take a
stand against giving foriegn aid to most
of the countries it’s going to.
“We have to rechannel our moral ob
ligation to give aid,” Kinley said.
“We must resolve to get out of their
way and largely let them help them
selves,” he said. “Through my travel and
experience I have found that the poorest
people in the Third World are the most
generous. It shows a strong indication
they are willing to work together to solve
their problems.”
