Reagan names Bell
WASHINGTON (AP) - Ron
ald Reagan today named Terrel
H. Bell to head the Education
Department, an agency the pre
sident-elect has vowed to dis
mantle. The appointment of the
Utah education official fills the
last vacancy in Reagan’s
Cabinet.
Transition press secretary
James Brady announced the
appointment of Bell, 59, U S.
education commissioner in the
Nixon and Ford administrations.
Bell is now Utah's commissioner
of higher education.
Neither Reagan nor Bell was
on hand for the announcement.
But Brady said Bell would be
available to answer questions at
a news conference next week,
when the new special trade
representative and the Council
of Economic Advisers are ex
pected to be announced.
Bell's selection ends a
longer-than-anticipated search
for an education secretary that
foiled Reagan’s goal of finishing
work on his Cabinet by Christ
mas. Reagan has publicly ad
mitted that some candidates for
the job turned him down.
Brady said Reagan and Bell
agree on the administration’s
approach to the department,
but would not elaborate on
whether Bell agrees specifically
with Reagan’s oft-stated inten
tion to eliminate the agency,
formed only two years ago.
During the presidential cam
paign, Reagan called the
department unnecessary. There
has been recent speculation,
however, that the new president
might simply choose to down
grade its status rather than
eliminate it entirely.
Bell reportedly flew to Wash
ington this week to talk with
Reagan transition advisers.
Watt defends record
against ecologist attack
WASHINGTON (AP) - James
G. Watt, the conservative
Denver attorney nominated to
be secretary of the interior,
defended his record today
against charges by environ
mental groups that he favors
unfettered development of the
country's natural resources.
“My record will demonstrate
that I have the balanced per
spective necessary to manage
America's resources,” Watt
said during his confirmation
hearing before the Senate
Energy and Natural Resources
Committee.
The panel opened two days of
hearings in a packed hearing
room filled with representatives
of a number of environmental
groups, which have worked for
the last month to defeat Watt’s
nomination.
Their campaign has made the
Watt appointment the most
controversial interior secretary

selection since then-President
Richard M. Nixon picked Walter
Hickel in 1969.
Environmentalists focused
their attack on Watt’s role for
the last 3% years as chief legal
officer for the Mountain States
Legal Foundation The
10-attorney foundation has
specialized in fighting a variety
of environmental regulations
proposed by the Interior
Department and other
government agencies
However, Watt defended the
role of the foundation today.
Watt said since the legal
foundation was formed in 1977
it has been involved in 47 cases,
including 13 involving the Inter
ior Department. He said in three
of those cases it had supported
the department’s position.
Watt’s hearing was the first in
which serious opposition was
mounted to any of Reagan’s
Cabinet choices.
