Trio rips Atiyeh plan to share federal power

Three Eugene officials yesterday at
tacked Gov Vic Atiyeh's proposal to
activate the Domestic and Rural Power
Authority The DRPA would give the
state authority to channel hydroelectric
power from the Columbia River dams to
private utility customers who otherwise
do not have access to such power
In a news conference at the EMU
Tuesday morning, EWEB Commis
sioner John Bartels, Sen Ed Fadeley,
D-Eugene and John Stewart, vice
chairer of the Lane County Democratic
Party, issued statements opposing the
DRPA
Rather than implement an ' illegal
and unconstitutional ' program such as
DRPA, Bartels said, the state should
enact Article 11-D of the Oregon Con
stitutuion, under which an elected
three-member commission could sell
federal power from the Bonneville
Power Administration to
consumer-owned utilities and initiate
programs to produce power for public
consumption
Under federal law, only consumer
owned utilities such as EWEB and
Spnncfiekj Utility have access to power
produced by the BPA in the Columbia
River Gorge. Fadeley said But if DRPA
was implemented, private utility con
sumers also would receive some of this
federal power, he added
Fadeley said DRPA gives the state
the ability to sell the lower-cost hy
droelectric power to private utility con
sumers by renting private utility lines
He said only the private utility stock
holders, who receive money from use
of their lines, and private utility cus
tomers, who receive cheaper electrici
ty, would benefit from DRPA
The consumer-owned utility cus
tomers are hurt by DRPA because it
spreads thin an already short supply of
Columbia River power, ultimately
meaning less power for these con -
sumers, Fadeley said
Bartels called DRPA a "paper tiger
and said activating DRPA "will only
result in costly lawsuits in which the
taxpayers of the publicly-owned utilities
will be compelled to sue the Oregon
taxpayers to protect their legitimate
right to federal power "
He said the DRPA is unconstitu
tional because the state, by selling
power to consumers of privately-owned
utilities, would not be a legal customer
of fe deral power
"The only way to qualify for federal
power is to form a publicly-owned utili
ty," Bartels said
“The only way we can reduce rates
for Oregonians and achieve indepen
dence from foreign couhntries and
technologies we don't like, such as
nuclear power, is to produce, own and
control our own power," Fadeley said

holders a profit on their investment
"with the use of publicly produced
power in the Columbia River system,”
Fadeley said
"In this instance it seems the gover
nor has left his guts and courage on the
rug in the boardroom of private utili
tieis,” Fadeley said
"DFtPA is really a lever to pass the
Northwest Power Bill," Fadeley said
The Northwest Power Bill, also
know n as the Jackson Bill after sponsor
Sen Henry Jackson D-Wash., currently
is resting in the U S Senate and would,
if passed, spread the regions' power
equally among all consumers of either
private or public utilities
