It seems odd that newly elected gover
nors would have to attend a conference on
how to be governors. It seems as if they
should know how to govern before they get
elected.
But shoulds don't pan out very often in
politics, and Saturday 11 newly elected
novices joined 14 veteran governors to
converse on a posh Georgia golf course to
learn the tricks of the trade.
The $27,000 bash was paid for by the
Civil Service Commission—an agency in
charge of providing training to elected offi
cials.
The prospective governors received a
320 page manual, which detailed a few of
the finer points of government.

young women and fat old ladies
have an equal opportunity to win
the “$1.98 Beauty Show,” a new
Chuck Barris offering that satisfies
childhood dreams and adult fan
tasies.
“It’s usually the pretty girls who
win,” said David Kramer of Los
Angeles, publicist for the syndi
cated TV takeoff now airing in
more than 40 cities. “But age and
appearance don’t matter that
much."
The show may be beyond intel
lectual redemption, but it has so
cially redeeming value: the
stereotype definition of beauty as
sociated with traditional beauty
pageants is out. Take the case of
hefty Starr Hester, a recent winner
whose ample 46-inch hips
swiveled her into the hearts of at
least two judges of wide
girth—former pro football player
Bubba Smith and Billy Carter.
“It's like I won a battle for all the
fatties,” said Miss Hester, who
performed as Hilda Olson and
claims now that at her weight, she
never thought she had a chance to
win.
In the act, Hilda — a sweet, shy
lady — says she has the secret for
women who want their husbands
to stay at home mornings for a
second cup of coffee. She starts a
strip routine and ends the lesson
in a “little, well it’s not so little”
merry widow corset.
Since the show aired, other
heavy women have told Miss Hes
ter, a suburban Los Angeles ac
tress who won’t reveal her weight,
that they were delighted when she
won.
Six women — seven if there are
twins — between the ages of 18
and 55 compete each week for the
$1.98 prize, a tinsel crown and a
bouquet of carrots and turnips.
More than 2,000 have tried out,
Kramer said. \
Contestants are chosen after a
videotaped tryout and a live audi
tion in front of Barns or the pro
ducers. Each gets paid for appear
ing.
The contestants dance, sing or
perform for three judges, then
parade in skimpy swimsuits as an
announcer reads their measure
ments and a humorous personal
profile.

sented to the novioes. They also received
advice on how to offer jobs and avoid em
barrassment if they are turned down, how to
fire people, and how to handle a falling-out
with an appointee.
They were also advised to appoint a
"perspective keeper”, who would, as the
title suggests, keep the governor’s perspec
tive for him or her.
The U.S. Congress wll be action-packed
for the next two weeks. In fact, chances are
members of Congress will be moving faster
than they will for the whole next year.
The reason behind this amazing speed?
Office space. In the next two weeks all will
be fighting tooth and nail to procure a larger
office for themselves.
Seventy-eight offices are empty after
election defeats, deaths and retirements.
First pick is of course determined by senior
ity. And when those more experienced
members vacate their premises to move
closer to the House floor, committee room,
or simply a larger office, then their office
space goes up for grabs.
And congressmen lacking in the all im
portant seniority status will get to scrabble
for those open offices.
It may sound like fun and games, but the
congressmen take the game seriously. “It’s
a crazy, nail-biting, groin-kicking affair,” Art
Martin, fisheries specialist for a Washington
democrat says. Martin, like many other
aides, gets the dirty work of taking respon
sibility of where the congressman will be
working from during the next session.
Attorney General Jim Redden has a
strange way of classifying how people
voted on Measures 6 and 11. “I think the
people took a look at Ballot Measure 6 and
said, ‘That came out of California,' and took
a look at Ballot Measure 11 and said, ‘That
came out of the Legislature,' and then
asked ‘When did a good idea come out of
either of those?’ and then they did exactly
what they wanted to do, and voted them
both down.”
Redden philosophized on voters’ thought
processes during a three-day Association
of Oregon Counties conference last week in
Eugene. A lawsuit has been filed which
claims that voters didn't know what they
were voting on because Measure 11 was
placed next to Measure 6, instead of after
Measure 10.

It might seem feminists would
object to the show's seemingly
sexist format—“An array of daffy
darlings curvily competing to be
the nation’s newest female favo
rite,” a magazine ad said.
But there has been little protest,
although audition ads were al
tered after members of the Na
tional Organization fa Women in
Los Angeles objected to the wad
"girls" in ad copy. The word
""women” was substituted,
Kramer said.
And the show’s ratings? ‘‘It
does very well,” said Chuck Lar
sen, program director for
WNBC-TV in New Yak. Since it
first aired in New Yak in Sep
tember, the show has placed first
or second in its local Tuesday time
slot, he said.
