Straub energetically

PORTLAND (AP) — Gov. Bob
Straub said Tuesday if the North
western states don’t begin moving
toward a regional energy pro
gram, Oregon may act alone to
protect its citizens.
Straub said the 1977 Legisla
ture approved a Domestic and
Rural Power Authority (DRPA)
that “gave Oregon the bargaining
lever we needed to demand our
fair share of the inexpensive fed
eral hydropower generated in our
region.”
DRPA would, in effect, be a
statewide public utility that sup
posedly would qualify for a share of
the federal hydropower distri
buted by the Bonneville Power
Administration (BPA). Local pub
lic utility districts, most of them in
Washington state, now have pre
ference for the federal electricity.
Under the legislation, DRPA
won’t come into existence until
March 1, 1979, because "we
thought with a little time, a regional
plan would develop that would
give us equity in utility rates with
our northern neighbors in
Washington,” Straub said.
“But,” he added, “it seems that
no satisfactory progress is being
made in the regional negotiations.
If this stalemate continues, I will
not hesitate to call a special ses
sion of the Legislature to bring
DRPA on line as soon as possi

Idaho and Montana, and
Straub said the concept of DRPA
“is becoming so attractive the
governors of those states are
planning to submit DRPA’s of their
own to their legislatures."
Straub spoke at an Energy and
the Consumer conference spon
sored in Portland by the Western
E nvironmental T rade Association.
Straub also said he was told by
BPA Administrator Sterling Munro
the Oregon state government
might receive interruptible power
from BPA for use in state buildings
and highway lighting.
Interruptible electricity is sur
plus to BP As firm commitments. It
is sold — mostly to such industries
as aluminum plants — at very low
rates, but may be curtailed
whenever it’s needed elsewhere.
Straub said a supply of interrup
tible power could save the state
about $2.4 million a year.
“The only problem is that when
that power is cut off to meet other
BPA commitments, it’s going to
get awfully dark in some of our
buildings.” Straub said.
The trade association is a coali
tion of business, industry and
labor that was formed to bring
economic considerations into en
vironmental issues.
During the daylong session,
which drew about 125 people, in
terests ranging from newspapers
to farmers to hospitals discussed
the impact of energy shortages
and rising prices on their opera
tions.
