Authorities said the 12-mile long slick flowing from the offshore oil rig was expected to remain far from the coast for the next two days, giving anti pollution vessels time to dean up much of the oil before it reaches Danish and Norwegian beaches lam more optimistic about a voiding a ma)or pollution of coastal areas,’ said Norway's environ mental affairs minister, Gro Har lem Bruntland, after flying over the slick Sunday. The Phillips Petroleum Co. said the decision to seal off the leak at drilling platform “Bravo" was made Sunday after specialists from a Houston, Tex , company were set down by helicopter on the oil-covered midsea rig. Phillips said they found that the rig, in the Ekofisk oil field, had es caped damage when a pipe ex ploded Friday right, setting off a 180-foot-high geyser of oil that spilled into the surrounding sea. The specialists, Boots Hansen and Richard Hatteanberg of the Red Adair Oil Well Fire and Blow out Prevention Co., reported the blowout was partial and that an underwater safety valve was keeping some of the oil from spil ing A Phillips spokesman esti mated the capping operation would take one to three days, de pending on weather conditions Calif, may not shift to coal WASHINGTON (AP) — Some areas with severe air pollution problems, such as California and New York City, likely will be ex empt from mandatory conversion to coal under Pres Carter s new energy program. White House energy adviser James Schles inger said Sunday There will probably be some parts of the country where we will be unable to burn coal. Schlesinger said He made his remarks on the CBS television program Face the Nation Schlesinger said the goal to achieve one billion tons of coal production by 1985 probably will not mean a lessening of environ mental standards. We are attempting to avoid any rollback of environmental protec tion," he said "But some states have unique problems Air pollu tion is a far more serious problem in California than it is elsewhere." The energy chief also said Car ter eventually plans to use billions of dollars in new tax revenues from his energy plan, to be sent to Congress this week, as an instru ment of tax and welfare reform Without being specific. Schlesinger said in the first few years of the program a proposed standby gasoline tax and levies on cars that consume inordinate amounts of gas will be returned to consumers. Roberts said another well would be drilled at the spill site to relieve some of the pressure forcing oil into the sea at the rate of 49,000 gallons an hour. Olav Carlsen of Nonway's pollu tion control agency said a change of winds had sent the slick drifting back toward the Ekofisk field, temporarily suspending drilling operations but easing fears of a major ecological disaster along the North Sea coast some 180 miles away.
