Carter urges ‘bold dream’
WASHINGTON — Jimmy Carter, an outsider no more, was
inaugurated president of the United States on Thursday, urging
upon his countrymen fresh faith and new commitment to "the bold
and brilliant dream” of America
The solemn ceremony was done, and the balance of the day
was for celebration: the quadrennial parade, and the long night of
inaugural balls — or parties, as the Carter folks preferred to call
them
By dusk. Carter was behind his desk in the Oval Office,
announcing that he will meet next Tuesday with congressional
leaders, and will convene the full Cabinet later in the week
Less than six hours after the inauguration, the Senate con
firmed the appointments of eight Cabinet nominees and two other
top administration officials

MEXICO CITY — Communist guerrillas shot an American
and a Mexican businessman to death Thursday when the two
men tried to halt the distribution of leftist pamphlets, police re

Integrated schools face closure
JOHANNESBURG, South Africa — Roman Catholic
schools, defying apartheid laws, have opened their doors to all
races, prompting government threats Thursday to close the
schools.
Five private Catholic schools in the Johannesburg area, two
in Port Elizabeth in Cape Province and two in Windhoek, South
West Africa, admitted about 80 black, Indian or mixed race stu
dents

CAIRO — Egyptian cities quieted down Thursday after two
days of bloody rioting over price increases on food and other
products. The riots left 45 dead and many injured

Gandhi relaxes political grip
NEW DELHI, India — Prime Minister Indira Gandhi's gov
ernment restored key democratic rights Thursday after 19
months of stem emergency rule — ordering the release of politi
cal prisoners, lifting press censorship and revoking a ban on
public rallies
The government said the decisions were taken to speed the
revival of political normalcy as the country prepares for par
liamentary elections in March.
Oil leases granted in Lane
PORTLAND — Thirty-five oil and gas leases covering
59,000 acres in Douglas and Lane counties will be issued to Mobil
Oil Corp. of Los Angeles by the Bureau of Land Management
(BLM).
The Portland office of the federal agency reported that an
environmental analysis record concluded that a formal environ
mental statement on the leases was unnecessary.
