1990 Plan
The 1990 Plan was originally
set up in 1968 and 1969 and
adopted in 1972 as a guideline to
reflect the wants, goals and needs
of the community and to devise a
development plan for the future.
This development plan centered
on a concentration-type plan for
growth, in both population and
economy, and laid out a general
diagram as a starting point.

public utilities, services and
facilities, parks, recreation and
open spaces, and environmental
design as well as five land use
outlines and other pertinent in
formation and suggestions.
One of the main points in the
1990 Plan that is coming under
fire now is the urban service area.
Urbanization can take place within
the urban services boundary, but

Miller says the attacks are really
against certain vaguely defined
"opportunity areas," such as
around Valley River Center, be
cause the urban service area has
"enough land area in it to ac
commodate 50 years of growth."
The present update process is
part of the reviewing included as a
necessary part of the 1990 Plan.
The plan is to be reviewed every
year and completely overhauled
every five years as "people's at
titudes and aspirations change."
Miller says the review is also
necessary to check the plan
against recent state development
goals. He outlined a four-step up
date procedure that will "hopefully
take only two years \p complete."
The first step is developing an
update outline. Under this step
Miller is filing grant applications.
Miller calls the second step,
identification of data and re
search, a "public process." Two
formal groups, the Metropolitan
Area Plan Advisory Committee
(MAPAC) and the Metropolitan
Ran Policy Committee (MPPC),
will examine how the conditions
set forth in the 1990 Plan have
changed
During the second step four
groups will be involved to suggest
issues. Miller says. These groups
will be MAPAC. MPPC. the plan
ning staffs from Eugene, Spring
field and Lane County and the
general public
The third step will be plan pre
paration which Miller hopes will be
finished by June 1977. Then the
fourth and final step, which he
says will consist of public hearings
and meetings, will be review and
adoption
