taxes all the way. They are
moved to indentured servitude
which could last the rest of their
lives This will have a marked
effect on the incentive to go to
school. The analogy of owning a
car or house is not sound. They
can sell the car or the house.
They can never lose the loan. The
alternative is the enlargement of
work-study program which fits
into the American ethic. If you
get paid for work, then you will
meet the responsibility.”
Dellenback pointed out that
concern about the elimination of
work-study and grants is un
founded. ‘‘I’ve heard nobody talk
of eliminatin of work-study. Don’t
feel that BOG will surmount
everything else. There will be
continued pressure to raise
funding for BOG and to stop
SEOG or have them melted
together
One of the advantages to BOG
which Dellenback remarked on
was that with a BOG the student
could use it at any institution
which filled his needs “If the
institution produces aid then the
student will go there. With BOG
they can go anywhere, whereas
others are strictly institution
directed. This would give tne
student more freedom However
the problem of adequate funding
to all various programs of aids
still exists, and with the addition
of this new program, is even
larger “Why new funding for
programs when others are un
derfunded What are the
priorities?” asked Anderson.
The commission was created to
solve these problems of which
programs are most effective and
how they can best be im
plemented They will be
primarily concerned with 2700
collegiate institutions, half of
which are public. These in
stitutions serve 9 million students
73 per cent of which are in public
schools. Also the commission will
deal with a non-collegiate factor
of 7,000 institutions, 12 per cent of
which are public, serving 1.8
million students.
“We will be analysing current
programs ano breaking them
down in view of nine objectives,"
said Dellenback. Student access
states that students should be
able to enroll in the institution
most appropriate to his needs.
The third objective is student
opportunity which makes
available academic counseling to
help the student achieve his
academic needs. The fourth
encourages diversity and
flexibility in educational
programs offered. The fifth is a
feeling that the institutions
should strive for excellence.
