Reorganization investigated
The Eugene Human Rights
Commission (EHRC) has
decided to investigate the
reorganization of the Univer
sity's programs for minority and
disadvantaged students.
The EHRC made the decision
Tuesday night after hearing
campus minority groups charge
that “racism and paternalism”
were behind the University’s
reorganization.
The reorganization plan calls
for the replacement of the
Student Educational Programs
(SEP) by a new Educational
Opportunity Services program.
In addition, five existing SEP
programs — SESAMEX, Project
Life. Project 75, Project Con
tinuation and the Native
American Program — would be
replaced by cultural centers.
Black Student Union <BSU>
vice-president Hilda Benner told
the commission the BSU feels the
reorganization is a “resurgence
of paternalism and racism” by

Burch said University depart
ments are also establishing more
stringent entrance requirements
for minority students.
Donald Rhoades, University
Dean of Student Administrative
Services, denied the charge
Wednesday saying the University
will continue its “three percent
rule,” a system by which
disadvantaged students are
waived regular admission
requirements.
Rhoades also denied another
Burch charge that the University
is attempting to decrease the
number of minority students on
campus.
Burch also charged that the
reorganization plan was drafted
without suggestions from project
directors.
Gerald Bogen. University vice
president for student services,
denied Wednesday that he,
Rhoades and EMU director Dick
Reynolds did not take into con
sideration the suggestions of the
project when designing the plan.
The EHRC appointed its
Minority Affairs Committee,
headed by Bobby Edwards, to
investigate the situation.
Board
votes to
put change
on ballot
In an unanimous decision, the
Co-op Board of Directors voted
Friday to recommend the
dissolution of the present
cooperative system. In its place,
the resolution suggested, a
corporation should be
established.
The board's recommended
resolution stated that the present
co-op system should be dissolved
and replaced by a non-profit
corporation with the cash assets
and future surpluses being
disposed through reduction in
merchandise prices.
James Harrang, legal counsel
for the board, was directed to
prepare a ballot measure to be
presented to the board members
as soon as possible, reflecting the
changes in the articles of in
corporation and by-laws,
necessary to implement desired
changes in the corporate
structure.
The board resolved that the
ballot measure be proposed to the
membership of the Co-op after
dua notificatpon, at the earliest
opportunity permitted by the
present articles and by-laws.
A special meeting for members
will be held at 3:30 p.m. Thursday
in the conference room of the Co
op.
