    Exchange program threatened

Scholarships for University
students participating in an
exchange program with the
German universities at Stuttgart
and Tuebingen may soon become
unavailable if the University
continues to be unable to provide
reciprocal funds for visiting
German students.
The prediction accompanied
Monday’s announcement by
Gordon Gilkev, chairer of the
executive board of the Oregon
Study Center in Germany, that
the board has recommended two
University students be awarded
scholarships by the University of
Stuttgart for the 1973-74 school
year.

named as the board's primary
candidate and Kathleen Evmann.

alternate.
Twelve University' students are
currently studying in Germany,
tuition free, as part of the ex
change program between the
Oregon State System of Higher
Education and the German state
of Boden-Wurttemberg. Three of
the University exchange students
receive monthly cash stipends,
ranging from $134 to $167, from
the German government.
Only one German exchange
student is presently enrolled at
the University under the
program
The one-sided nature of the
exchange program disturbs
Helmut Plant, associate
professor of German and former
resident director of the Oregon
Study Center in Stuttgart.
This is the first year in the five
year existence of the program
that a German student has
received scholarship money to
attend the University, Plant says.
The student. Rudolf Hendel, was
awarded $1,035 in fee remission
and $502 from the Oregon
Development Fund. Hendel’s
room and board were provided by
the Theta Chi fraternity.
Plant compares the aid given
Hendel with $17,000 in cash
stipends awarded University
students in Germany over the
past five years and says the
University has a “moral
obligation" to support German
students in an equal amount.
The University, however, has
been unable even to find funds to
continue the scholarship granted
Hendel this year. Gerald Bogen.

for the program, said it appears
likely the University's par
ticipation in the program next
year will likely be limited to
paying the tuition for one Ger
man student.
Bogen said he had investigated
the possibility of obtaining funds
from private and civic groups,
but had found the “doors shut.”
