cheating
definition
An amendment to the revised student conduct
code which extends punishment for cheating to
students “furnishing materials to other persons for
the purpose of aiding another person in cheating”
was passed at a general faoilty meeting Wed
nesday.
The motion, introduced by George Platt (Law)
was in response to cases that have come before the
Student Court involving students who have lent
materials to other students few cheating.
The revision of the Student Conduct Code has
been going on all year. The present draft, accepted
by the faculty senate last month, contains mostly
minor wording changes and updating of rules in
University living groups.
The amendment came as a surprise to Student
Conduct Committee chairer Peter Sherman, who
presented the revision to the faculty.
He said that the changes in the code will take
effect spring term.
A proposed change in the code to provide equal
representation of students and faculty on the
Student Conduct Committee was challenged in a
motion by James Tattersol (Economics). Tattersol
argued that the change might violate a State Board
ruling which gives authority for student conduct to
the faculty. The motion, however, was defeated.'
Another motion to create an interinstitutional
transfer committee, by Richard Ingraham (CSPA),
approved by the faculty senate last week, was sent
back to that body because of a substitute proposal
by George Dawson (Law).
“The thrust of the substitute proposal is con
trary to the motion before us,” said facility member
Robert Harris (Architecture).
In other business the faculty passed the
Curriculum Committee report on class changes for
next year. Two courses, in Counseling (CSPA) and
Human Development and learning (Education)
were referred back to the committee for further
study.
A motion by Alvin Urquhart (Geography)
concerning ranking among professors was ruled out
of order by University president Robert Clark,
faculty chairer.
Ballot to include Baker Park
as possible auditorium site
A unanimous vote of the Board
of Lane County Commissioners
has opened the way for the Lane
County Auditorium Association
(LCAA) to include Alton Baker
Park as a potential site of its
proposed auditorium-center to
the voters of Eugene.
The vote came after a half
dozen citizens spoke in opposition
to the proposal.
Commissioner Kenneth Omlid
said making the park available
for the auditorium center was in
keeping with the Alton Baker
Park Advisory Committee’s land
use plan for the park and favored
making it available to Eugene
citizens should they decide to
choose it in an upcoming election.
LCAA is planning a May 24th
special election which will offer
to Eugene voters a $5.5 million
general-obligation bond issue and
a choice of the downtown site or,
now, the Alton Baker Park site.
Rape suspect arraigned
in Lane Circuit Court
A Roseburg man, Richard Bartely Thompson, was
arraigned in Lane County Circuit Court Wednesday on two
grand jury indictments charging him with two counts of first
degree rape, two of first degree sexual abuse and one of first
degree sodomy.
Eugene Police brought Thompson to Lane County an a
kidnapping warrant following a lengthy investigation.
Thompson was in custody at the Douglas County Jail in
Roseburg.
Thompson is charged with the five incidents all involving
University students and all occurring in the Pioneer
Cemetery adjacent to campus. The incidents allegedly took
place during the summer and fall of 1972.
The first degree rape is punishable by up to 20 years in
prison, first degree sodomy by up to 20 years and first degree
sexual abuse by up to 5 years. Thompson was given until
Monday to enter his pleas.
Thompson was already being held in Eugene City County
Jail on $10,900 bail on the kidnapping warrant. Circuit Judge
Gordon Cottrell set bail at $5000 on each of the two in
dictments.
Opponents of the proposal
voiced several reasons for their
disapproval of the site for the
auditorium-center. Gerald
Williamson, 2778 Friendly, said
Eugene needs parks, and putting
the facility in Alton Baker Park
would deprive children of the
recreational benefits that a park
such as Alton Baker can provide.
Bob Frazier, member of the
Alton Baker Park speaking on his
own behalf, called on the com
missioners to set forth their basic
concept of the use of Alton Baker.
“It seems to me that the
commissioners should adopt a
basic policy as to whether Alton
Baker park is going to be used for
such facilities as the proposed
auditorium-center,” he said.
“What’s the plan, what’s the
policy consideration?” he asked.
The commissioners responded
by saying the master plan
adopted by the park board is the .
one they followed.
Ray Bradley, of the District
Attorney’s office, said certain
legal questions could arise if
Eugene voters decide to use Alton
Baker as the site for the
auditorium-center.
“On just one election, the city
voters will be deciding the use of
county property,” he said.
Bradley added that he was not
certain what binding affect that
would have on the com
missioners’ decision.
Omlid said forcing a county
wide election on use of all county
property would be an “ad
ministrative nightmare,” and he
said the legal question should be
answered by LCAA.
