2 When ASUO Agencies run into unexpected expenses, they have
the option of me mg a presentation to the ASUO Senate (after going
before the ASUO Fiscal Affairs Committee which screens such
requests) for additional appropriation. Furthermore, the bulk of
monies allocated tor travel expenses have been deposited in the
Senate account so that requests for funds from agencies wishing to
send personnel to conferences, etc. will be considered by the
Senate (This not only makes all agencies more accountable in
terms of their travel plans; it also provides the Senate with in
formation on what each agency is doing.)
Thus far this fiscal year, the Senate has made allocations totaling
*6,913.00, broken down as follows Black Graduate Student Council,
500.00, Drug Information Center, 1,352.00, Interinstitutional Union
of Students, 315 00, SEARCH, 566 00, Student Administrative
Board, 180 00, Student Community Projects, 4,000 00
These allocations are subtracted from the initial allocation given
the ASUO Senate Therefore, the Senate has a budget of *21,574.50
asof this date and subject to change with each Seante meeting.
3. Since the Black Graduate Student Union began operating after
the Senate Fiscal Hearings for Fiscal Year 1972-73 and did not
submit a budget proposal at that time (Spring, 1972), it has been
requesting funding from the Senate on a term basis. On July 16,
1972, the BGSC was allocated *500 for its activities during the
remainder of the summer session (development of a library,
publication of newsletters, public symposium).
4 The Drug Information Center was formerly a program under
the aegis of Student Community Projects It became an in
dependent ASUO agency in the spring of 1972 and, therefore, did not
submit a budget prior to the time at which the incidental fee
recommendations tor Fiscal Year 1972 73 were sent to the
University President's office On June 28, 1972, the ASUO Senate
approved an allocation of *1,352 00 to the DIC for operation during
the summer months Funds for this agency's continued operations,
after a budget is submitted and and reviewed, will come out of the
ASUO Executive's and ASUO Senate's reserve funds
5 On June 28, 1972, the Interinstitutional Union of Students
requested a director 's salary (for 12 months at *105 per month) and
additional telephone and travel expenses from the Senate The
aqent y received *100 00 additional telephone funding, *230 00 ad
ditional funding for travel, and *315 00 to salary a director for the
months of July, August and September, thus, deferring the decision
on a 12 rr onth salaried position for I US to the judgement of the full

Executive, legislative
branches form ASUO
On the third floor of the EMU is the organization called the
Associated Students of the University of Oregon. For short, ASUO.
There are many offices on the third floor, representing different
programs, their officers and the projects they are working on.
And, at times, it is confusing and hard to understand just how the
ASUO structure works, even for those who work there.
Basically, there are two parts—executive and legislative.
The executive branch is headed by the ASUO President and Vice
President, each having differing roles from the other.
The ASUO President and Vice President this year are Bill Wyatt
and Fred Ixiveys, who squeeked into office by a 58-vote margin in the
spring 1972 elections.
Wyatt plans to work primarily on preparing alternatives to the
Newbry amendment, which will be presented to the 1973 state
legislature. The amendment the ASUO will try to counter is sponsored
by State Senator Lynn Newbry of Jackson County, and would restrict
the use of student incidental fee money to programs deemed as having
educational value.
Uiveys says he will begin an evaluation of all ASUO programs
attempting to justify programs on educational grounds and assessing
their needs in terms of funding and projected development.
He will also be working on a reorganization of the ASUO
goverance system. This will include some changes in the ASUO Senate
structure and some constitutional amendments, as well as studying
the implications of the recently changed method of senate ap
portionment
Directly under the president and vice president in the ASUO
pecking order are the administrative assistants: Tim Travis (chief
assistant) and Paige Jackson A third assistant will be selected in
October
ASUO Controller Bonnie Kooser is in charge of money matters.
She is assisted by Tom Johnson
The main part of the legislative portion of the ASUO is the ASUO
Senate Cliff Zukin is the Senate President and under him are more
than 40 senate positions.
In the Senate, there are seven standing committees, and each
senator is assigned to one of them Membership of the committees
ranges from five to nine senators apiece.
Zukin emphasizes that any student who wants to serve on a Senate
commitee can do so if he wants—he need not be an elected senator
The seven standing committees are community affairs, gover
ning, higher education, senate-faculty liaison, legal affairs, fiscal
affairs and public relations
