    Federal grant enables
center to alter study
The University has been
awarded a five-year contract re
newal for the operation of its
Center for the Advanced Study
of Educational Administration
(CASEA) during the period of
1969-73.
The renewal could entail an
excess of $3.25 million in fed
eral funds, according to Max
Abbott, center director.
Accompanying the renewal
to he implemented there will be
of a major shift in research em
phasis from the “social context
of educational organization and
adwiaistration’ ’to be the inter
nal aspects of school operation
and instructional change,” Ab
bott said.
The center has been funded
for the first year of the five -
year period at the amount of
$650,297 by the U.S. Office of
Education. About $200,000 in
University funds this year will
complete the budget.

OSU campus to help further the
human rights movement.
The newspaper quoted Carr
as saying: “Not all the athletic
departments can be considered
discriminatory, but discrimina
tion does exist there as in many
other areas of this campus and
the city of Corvallis.”
An investigation of the ath
letic department’s treatment of
the Milton case is in the forma
tive stages at present. Depart
ment officials and Milton have
been asked to submit reports to
the newly-formed Commission
on Human Rights and Respon
sibilities,
The Commission, formulated
by OSU President James Jensen
in response to the prolonged
Black boycott, has been directed
by the OSU faculty senate to
take up the Milton case as its
first order of business.
The general objective of
CASEA’s future work, organi
zational and administrative ar
rangements for the educational
system, will accommodate rap
idly changing instructional tech
niques, strategies and goals.
Abbott pointed out that the
shift is not abrupt in light of
the facts that virtually all ed
ucational decisions are control
led from within the organiza
tional framework.
The American school will be
unable to capitalize on emerg
ing instructional patterns with
out fundamental structural and
procedural change.
