He also said that the lack of
parking on the west side of the
campus is creating problems with
residents in that area of the
city, and htat the city may have
to restrict student parking in
that area if some place closer
to campus wasn’t found for stu
dents to park.

“I wouldn’t look forward to de

The Senate Reapportionment
Committee met Thursday after
noon to hear student proposals
for Senate reapportionment.
Spencer Block, graduate in
psychology, presented his pro
posal which includes a suggestion
for a random selection of sena
tors from all those who volunteer
for service rather than a student
election of senators.
He believes the present system
violates the idea of equal oppor
tunity and claims the students

dents, and one faculty representa
tive for every 50 faculty mem

Del Pancake, a freshman co -
op resident, also presented his
proposal for Senate reapportion
ment. He called for a Senate of
100 members.
Campus residences would be di
vided into four departments: (1)
co-ops, (2) Greek houses, (3)
dorms, and (4) off campus. Each
department would elect represen
tatives according to the per cent
of University population therein.
Officers would be elected in
this manner. A chairman of com
mittees, called the chancellor,
would be appointed by the pres
ident of the ASUO. He, in turn,
would appoint a parliamentarian,
a sergeant at arms, a chaplain,
and the chairmen of committees.
Sessions of a senate this large
would be held only twice a term.
Most of the minor problems would
be handled by the officials.
Pancake stated that he felt a
body of 35 was not big enough to
represent the students effectively.
Jerry Norton, Senator, called it
“the most radical proposal we’ve
heard yet.”

space—caused some objections.
Several senators were skeptical
about whether the motorcycle
section would, as the bill stated,
“encourage more students to
drive motor scooters and motor
cycles.”
That portion was dropped.
There were also jabs at the
part covering foreign cars. Grad
uate Student Representative Ben
Bronfman said he didn't think
the request was practical, since
many foreign car drivers might
use larger parking spaces any
way.
But, after two votes, debate on
the bill was ended, and it passed,
after the votes were counted
twice.
Condemns Center
The Senate also passed a bill
condemning the site of the new
computer center. The bill assert
ed that “judicious land use was
not made by siting a one-story
building at a time when available
space is fast diminishing.”
An objection to consideration
of the bill was raised by Donahue,
but failed to gain the two thirds
support of the Senate.
Hammond, in speaking for the
bill, asked the Senate to “be
aware of the creeping urbanism
on the campus.”
Phil Barnhart said he thought
it was “ridiculous” for the Sen
ate to take a stand on a building
that’s already being built, ynd
Greg Foote objected to the use
of the word “condemned" in the
bill, because of what he called
a “connotation of wanting the
building torn down."
Urges Fortitude
But Senator-at large Dave Clark
said, “If we don't have enough
fortitude to say we don't like a
building in one place, we’ll never
have enough to say we don’t like
one somwhere else,” and urged
the Senate to take a more asser
tive role in campus planning.
Bronfman added, "If beauty
is a criteria (for architecture on
campus), then every building on
this campus ought to be blown
to bits.”
The vote on the bill was to
to 10, with two abstentions.
