Bureau of Municipal Research Functions on Oregon CamDus by Anne Ritchey Emerald Feature Editor One of the lessor-known depart ments on campus, one which func tions directly under the college of liberal arts, is the Bureau of Mu nicipal Kesearch and Service, lo cated on the third floor of Com monwealth. The Bureau's program of re search und consultation, done in the field of municipal government, is carried on in close co-operation with the League of Oregon Cities and other public agencies and or ganizations. Work of the Bureau includes acting as a clearing-house for mu nicipal information, a point of con tact for various special-interest groups and programs, and serving as a coordination point for activi ties in the fields of state and local government. Closely connected with the re search bureau, and housed in a joint office, is the League of Ore gon Cities, which carries on a broad program designed to co-ordi nate the varying aspects of munici pal programs. Herman Kehrli is the head of both these departments, serving as director of the Bureau and ex ecutive secretary of the League. His staff for the two are separate. Among the Joint projects of the League and the Bureau arc the research publications dealing with municipal government, which are distributed to state, county and municipal officials and the assist ance they give annually to plan ning a conference of city managers which is held each February in Portland. One of the activities of the Bu reau alone is the joint sponsorship of the police training program which is carried on by the Oregon Association of City Police Officers and the Oregon State Sheriffs as sociation. One of the police sessions was held recently in Eugene. Another job of the Bureau is to assist in the sponsorship of meet ings of the Oregon Association of Municipal Judges. Annual conferences of the Lea gue of Oregon Cities, Oregon Fi nance Officers association and the Oregon Association of City Police Officers are also participated in by the Bureau. Principal projects at the present time are a study of local govern ment in suburban areas and the preparation of a model utility fran chise. Most recent publication of the Bureau is “A Proposed Build ing Code for Small Cities.” The first Northwest Airport Management conference, held on campus in April of 1953, was co sponsored by the Eureau. In connection with service to University students, the Bureau maintains a reference library con sisting of reference books, pam phlets, reports, periodicals and or- j dinances relating to state and mu- ! nicipal governmental administra-' tion and finance. This library con-; tains approximately 13,000 books and pamphlets. Both the Bureau and the League j are comparable in structure and function to agencies of the same type in other states.
